C  MINUTES CALL TO ORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order at 5:00 p.m. In attendance were Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley via telephone, Member; Brian Ball, Member; Jacob Ray, Director; Elizabeth Madorin, Deputy Director;  Minutes Approval: April 19th edits:  Motion to approve April 19th and May 3rd Absentee Minutes with the following edits:  Brian Ball made the motion to approve March Meeting Minutes with a second from Motion to promote Doris Capps to Democrat judge for the Primary Election was made Motion to have One-Stop operations not impeded meal site operations during the early voting period. Dyatt Smathers made the motion with a second from Jerry Wallin. Member Smathers reported on the budget meeting that "he and the Director attended". "Motion (DS, JW) to reschedule May's Monthly Meeting to May 10, 2022 following the  conclusion of Absentee Meeting and the motion passed (5-0)."  Next Absentee Meeting: "Tuesday"  Members Reports: Director's Report: No report by the Director.  Chair Wallin reported that Early' Voting went well across the county. Ebbs Chapel Precinct: Motion (DS, JW) to approve five CIV Absentee Ballots. Motion passed 3.Mars Hill Precinct: Motion (DS, JW) to approve four CIV Absentee Ballots. Motion passed 4. North Marshall Precinct: Motion (DS, JW) to approve one CIV Absentee Ballot. Motion passed 5. Spring Creek Precinct: Motion (DS, JW) to approve four CIV Absentee Ballots. Motion passed 6. Walnut Precinct: Motion (DS, JW) to approve two CIV Absentee Ballots. Motion passed (5-0).  (5-0). (5-0). (5-0). (5-0). (5-0).  Military (MIL) and Overseas (OVR) Ballots' Approval:  South Marshall: Motion (DS, JW) to approve one OVR Absentee Ballot. Motion passed (5-0).  One Stop Ballots Approval:  Motion (DS, JW) to approve 761 one-stop absentee ballots. Motion passed (5-0).  Preparatory Steps to Secure Counted Ballots:  The Board recorded the ending ballot count of forty-three ballots and sealed the machine for storage.
