Madison County Board of Elections Meeting Minutes July 9, 2018 The Madison County Board of Elections met on Wednesday, July 9, 2018 at 9:00 a.m. in the Board of Elections Conference Room. In attendance: Jerry Wallin, Chair; Dyatt Smathers, Vice Chair; Sandra Tolley, Secretary; Ray Lewis, Member; Kathy Ray, Director; and two (2) members oft the public. Callto Order Chair Wallin called the meeting to order at 9:00 a.m. Agenda Vice Chair Smathers made a motion: To approve the agenda as presented and add a closed session for the Director's evaluation and a discussion ofonestopstaff Member Lewis seconded the motion, and the motion carried unanimously. Approval ofMinutes Secretary Tolley made a motion: To approve the June 13, 2018. meeting minutes as presented. Vice Chair Smathers seconded, and the motion carried unanimously. Chair's and Members' Reports Chair Wallin referenced Senate Bill 325 which alters the schedule for early voting in North Carolina. Vice Chair Smathers commented that he has spoken to a majority oft the local candidates and sitting commissioners to field their input for one stop planning. Director's Report The Director tabled the. June 30, 2018 budget report. The Director reported on the status of voting equipment certification. The decertification date for the iVotronics is now. December 2019, giving Boards of Elections an additional election for testing new equipment. She has been advised to hold off on forwarding purchase and rental requests for voting equipment until the State Board provides further guidance. New Business Chair Wallin made a motion: To approve Jolene Coates as Grapevine Precinct Democratic Judge. Member Lewis seconded, and the motion carried unanimously. Regular Session Minutes7/9/2018 Page 1of3 Vice Chair Smathers provided a report on his search for appropriate early voting sites and planning information and suggested the Board consider having only one early voting site at the Board of Elections for this election. A one-stop planning discussion ensued and included guidance and information from Vice Chair Smathers made ai motion: To provide three early voting sites, one in the Town ofHot Springs, one in the Town of Mars Hill, and one at the Board of Elections, during the weekdays of October 17-19, October 22-26, October 28-November 2 from the hours of7 a.m. until 7 p.m. each day, and pending the passage ofHouse Bill 335, that the plan add Saturday, November 3 from 8 a.m. until 1:00 p.m. and, the early voting sites specifically be at the Board of Elections Office, Hot Springs Community Center, and Mars Hill Public Library.
