Madison County Board of Elections Meeting Minutes August 31, 2018 The Madison County Board of Elections met on Friday, August 31,2018 at 3:00 p.m. ini the Board of Elections Conference Room. In attendance: Sandra Tolley, Vice Chair; Ray Lewis, Secretary; Jerry Wallin, Member; Kathy Ray, Director; Wade Gahagan, Deputy Director; Phil Presnell, Director of Information Technology Services; Jesse Roberts, Director ofMaintenance; Forrest Gilliam, County Manager; and two (2) members of the public. Dyatt Smathers, Chair was absent from the meeting due to aj prior commitment. Call to Order Vice Chair Tolley called the meeting to order at 9:05 a.m. Charlotte Protective Security Advisor Darryl Aspey. Vice Chair Tolley introduced U.S. Department ofl Homeland Security (DHS) North Carolina District- DHS Advisor Aspey provided information regarding the Department's: site visits to all local elections offices across the state, the Elections Infrastructure Security Practices Checklist, and the DHS training tools and resources that are available. He also provided the Board with the option ofreceiving either a formal ori informal response to the site visit and completion oft the security checklist. Secretary Lewis made a motion: To receive af formal written response from the Department of Homeland Security. Member Wallin seconded the motion, and the motion carried unanimously. Director Ray and Vice Chair Tolley initialed and signed the Protected Critical Infrastructure Information County officials and Board of Elections members and staffcompleted The Elections Infrastructure Vice Chair Tolley asked DHS Advisor Aspey for the top three areas to address. He recommended increasing the number of closed circuit monitors in critical areas oft the building, access control, and Express and Certification Statement Form. Security Practices Checklist. installing an inner office panic switch. Citizens Comments Citizens asked the following questions: 1. Is the DHS conducting the site visits across the country? 2. Are the report findings mandatory or voluntary? 3. Do counties have to fund their own initiative? Special Session Minutes 8/31/2018 Page 1of2 4. Are youa a government employee that is not going to get an increase inj pay this year? An additional comment was made that all this effort to make the vote secure should be publicized to encourage voters that their effort is not in vain. Adjournment Member Wallin made ai motion: To adjourn the meeting. Secretary Lewis seconded, and the motion carried unanimously.
