Call to Order: Agenda: Chair Wallin called the meeting to order at 3:00 p.m. Motion, Seconded (BB, ST) and Carried (4,0) to approve the agenda. Minutes: Motion, Seconded (ST,BB) and Carried (4,0) to approve the July 17,20191 meeting minutes. Chair Wallin commented that there has been no North Carolina State Board of Elections action on Member Tolley complimented Deputy Director Gahagan's performance on the NCSBE certification program requirements and the NCSBE conference presentations. She added that the conference Member Ball commented that he learned a lot about election processes from the conference presentations and thei importance of not rushing toj judgment and making sure voters get every Member Smathers provided an update on Secretary Lewis'si recovery and informed the Board that hel has given the Director possession ofs several old voter registration books that he recovered from al local dumpsite. Old Business: Discussion ensued regarding the use of Madison Early College as the North Marshall Precinct polling site. The point was made that students would be present on Election Day at that particular campus as the classes are coordinated with Asheville Buncombe Technical Institute. Motion, Seconded (DS, BB) ) and Carried (4,0) to table approval of Madison Early College as the North Marshall Precinct polling site until the September 20191 meeting. New Business: The Board reviewed the Precinct Judge recommendations submitted by thel Republican and Motion, Seconded (DS, ST) and Carried (4,0) to accept the recommendations ofthe Republican Party Chaira and approve them for the two (2) yeart term appointment. Motion, Seconded (JW, DS) and Carried (4,0) to amend the spreadsheet for the Sandy Mush and Hot Springs Precincts, accept the recommendations oft thel Democratic Party Chair, and The Board reviewed the North Carolina State Board of Elections voting site recommendations. The Board reviewed the North Carolina State Board of Elections recommendations for precinct Motion, Seconded (BB, DS) and Carried (4,0) to accept the State Board of Elections recommended precinct boundary change between Revere Rice Cove and Walnut Precincts. The Board of Elections asked the Director to gather data and develop aj proposal for the commissioners detailing the needs at the Sandy Mush Precinct Building and site. Citizens Comments: A citizen commented on the work being done by the Carolina Public Press Organization, identified thet three voting equipment vendors that have presented equipment for certification, and asked for confirmation that Madison County's voting equipment vendor is Election Systems and Software (ES&S).
