MINUTES CALL TO ORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order at 2:00 p.m. In attendance were Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley via telephone, Member; Brian Ball, Member; Jacob Ray, Director; Elizabeth Madorin, Deputy Director;  Agenda Approval:  Motion (DS, RL) to approve the agenda as presented and motion carried. (5-0)  Members Reports:  Member Smathers reported on a request from a member of the public for him to deliver an absentee ballot request to the Board of Elections Office. Upon further research by Chair Wallin and Member Smathers, only a near relative is eligible to return an absentee ballot request form. Member Lewis reported on the decreased turnout during Mid-Term Elections.  Chair Wallin reported on the early voting turnout.  Director's Report: No report by the Director.  Preparatory Steps to Count Ballots:  The voting equipment was reconciled with the chain of custody. Motion passed (5-0)  Preparatory Steps to Secure Counted Ballots:  The Board recorded the ending ballot count oft twenty three ballots and sealed the machine for  storage.
