Madison County Board of Elections Meeting Minutes - Regular Session February 15th, 2023 The Madison County Board of Elections held their regularly scheduled meeting on Wednesday, February 15th, 2023, at Suite E, Room 16, 5707 US25-70 Hwy, Marshall, 28753. In attendance: Jerry Wallin, Chair; Rayl Lewis, Secretary; Dyatt Smathers, Member; Brian Ball, Member; Jacob Ray, Director; and one member of the public. Call to Order: Chair Wallin called the meeting to order at 3:00 p.m. Agenda: Motion (DS, RL) to approve the agenda as presented. The motion passed (4-0). Minutes: Motion (BB, RL) to approve. January 18, 2023 meeting minutes as presented. The motion passed (4-0). Members' Report: Madison County. Member Ball has been following North Carolina Supreme Court cases and provided his insight on what may change for Member Smathers referenced a recent article in the local newspaper written by at former US House Candidate on the Chair Wallin reminded the Board about upcoming elections and decision that will need to be made about polling sites topic of Unaffiliated Voters Representation in North Carolina Local and State Board of Elections. for the upcoming Municipal Elections and the Primary Election of 2024. Director's Report: The Director presented the budget expenditure report for the month December and answered questions from the The Director provided an update on scheduling a SAFE (Security Assessment at First Entry) with North Carolina and Local Emergency Management. The Board discussed previous visits and the benefits of an assessment for the Board of board. The Director noted the code correction for linei item "License Coding for Elections." Elections and the County. New Business: The Director presented the proposed budget for Fiscal Year 24, and the following actions were taken by the Board: Motion (DS, BB) to set the Director's: salary to 43,400 dollars. The motion was passed unanimously (4-0). Motion (DS, BB) to set the Deputy Director's salary to 35,600 dollars. The motion was passed unanimously (4-0). Motion (JW, DS) to increase hourly wages of temporary: staff from 14.00 to 15.00 and the flat rates of Election Day Assistants, Chief Judges, and. Judges by 25.00 dollars. The Director was tasked with updating the budget proposal and working with the Finance Director on updating how Municipal expenditures are reflected within the budget.
