Madison County Board ofl Elections Meeting Minutes - Regular Session  July 6, 2020  Thel Madison County Board of Elections met on Monday, July 6, 2020. In attendance: Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley, Member; Brian Ball, Member;  Kathy Ray, Director; and Jacob Ray, Deputy Director. The Chair called the meeting to order at 12:40 p.m.  Call to Order: Agenda: Minutes:  Motion, Seconded (BB, DS) and Carried (5,0) toa approve the agenda.  Motion, Seconded (DS, RL) and Carried (5,0) to approve the July 22, 2020 meeting minutes. Motion, Seconded (BB, DS) and Carried (5,0) to approve the correction to the June 9, 2020 meeting minutes. Minutes changed to reflect the Sandy Mush Precinct relocation for the November 3, 2020 General Election only rather than the June 23, 2020 2nd Primary Election.  Members' Reports: results.  Chair Wallin commended thel Board of Elections staff on the timely posting oft the Election Night Member Smathers commented that the office staff, poll workers, and board members performed admirably during the 2nd Republican Primary election. He advocated for bipartisan support for  ranked-choice voting to avoid the need for 2nd Primary elections. Secretary Lewis spoke in support of Member Smathers comments.  Member Ball affirmed Chair' Wallin's comments regarding the timeliness ofe election night reporting.  Director's Report:  The Director reported on the following:  the June 30, 2020 budget report status;  the 2020-2021 budget allocations and personnel needs for thel November 3rd General the voting equipment and supplies storage change from Room 151 to Rooms 21 and 22.  election; and  Regular Session Minutes 7/6/2020  Page 1of3    New Business: polling site.  Member Smathers updated the Board on the unsuccessful search for an in-precinct Sandy Mush Moved, Seconded (BB,ST)a and Carried (5,0) to adopt a Resolution to create a polling site for the Sandy Mush Precinct at Addison Farms Vineyard event venue. located at 4005 New Leicester Hwy, Leicester, NC28748 fort the November 3, 2020General election only, pending Member Smathers presented information regarding the: selection of! MAT Team members. Moved, Seconded (BB, ST) and Carried (5,0) to approve Democratic MAT Team: members Theresa Banks, Dean Benfield, David Goforth, Jacob Ray, and Barbara Shelton. Moved, Seconded (DS, RL) and Carried (5,0) to approve Republican MATTeam members Moved, Seconded (RL, DS) and Carried (5,0) to approve unaffiliated MAT Team member Moved, Seconded (BB, DS) and Carried (5,0) toa approve 27 poll worker assistants for the Moved, Seconded (DS,JW) and Carried (5,0) to approve 12 poll worker assistants for COVID Moved, Seconded (BB, DS) and Carried (5,0) to approve Doris Capps (una) as ar replacement Moved, Seconded (RL, DS) and Carried (5,0) to approve Betty) Jane Ramsey (Rep) asa replacement; judge at the Revere Rice Cove Precinct for the November: 3, 2020 General Moved, Seconded (RL, Jw) and Carried (5,0) to approve thej personnel budget for the November 3, 2020 General Election and presenti it to the County Manager for full funding.
