Madison County Board of Elections Meeting Minutes Regular - October 11, 2017 The Madison County Board of Elections met on Wednesday, September 20, 2017 at 3:001 P.M. in the Board of Elections Conference Room. In attendance: Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Kathy Ray, Director; and three (3) members of the public. Call to Order: Chair Wallin called the meeting to order at 3:02 P.M. Agenda: Secretary Lewis made a motion: Tos set the agenda as amended. Member Smathers seconded the motion, and the motion carried unanimously. Approval of Minutes: Member Smathers made a motion: To amend the minutes from the August 22, 2017 Director's Report, Paragraph 2 to. reflect that the discussion was about a proposed three year phase in action plan to replace the current voting system. Chair Wallin reported that there have been no changes to date tot the filing requirements for Chair Smathers reviewed the history of the county'sefforts, beginning in July 2014, to comply withl House Bill 538 (2013) and House Bill 836 (2015) DRE decertification deadlines and replace the current voting system. He expressed his concern and frustration with the limited choices in voting equipment that are available for counties to test and the remaining timeline to test new voting equipment prior to the current decertification deadline. Discussion ensued regarding drafting a letter to the General Assembly requesting the delay oft the current decertification deadline. New Business: Member Smathers made a motion: To approve the election equipment and media list for the 2017Municipal Elections. Secretary Lewis seconded, and the motion carried unanimously.
