Madison County Board of Elections Absente/Regular Meeting Minutes November 15, 2018  The Madison County Board of Elections met on Thursday, November 15, 2018 at 3:00 p.m. in the Board ofElections Conference Room. In attendance: Dyatt Smathers, Chair; Sandra Tolley, Vice Chair; Ray Lewis, Secretary; Jerry Wallin, Member; Wade Gahagan, Deputy Director; Kathy Ray, Director; and 3  members oft the public. Call to Order  Chair Smathers called the meeting to order at 3:00 p.m.  Agenda  Moved, Seconded (RL, JW) and Carried (4,0) to set the agenda.  Minutes minutes.  Moved, Seconded (ST, RL) and Carried (4,0) to approve the November 5 and 6, 2018 meetings  Chair'sand Members' Reports  Chair Smathers commented that it was ai relaxing post election week, and the Mars Hill Public Library one-stop workers continue to express appreciation for the office support during the one-stop period. Member Wallin and Vice Chair Tolley also expressed appreciation for the staff. Vice Chair' Tolley added that the Mars Hill Public Library staff was complimentary regarding the one-stop staffa and  Secretary Lewis commented that the office staff did an amazing. job.  activities. Director's Report  The Director provided that board with all Election Day and one-stop incident reports. A briefdiscussion  ensued regarding the reports. Hand Eye Audit Reports Community Center one-stop site. Supplemenfal Absentee Applications  The Director provided the Hand Eye Audit Reports for the Mars Hill Precinct and the Hot Springs  Absentee, / Regular Session - November 15, 2018  Page 1of3    The Board reviewed the civilian supplemental absentee ballot applications presented for approval. Moved, Seconded (RL, JW) and Carried (4,0) to approve 24 CIVILIAN supplementary absentee  applications.  The Board counted the supplemental absentee ballots.  Moved, Seconded (RL, JW) and Carried (4,0) to go into Closed Session for ballot duplication. The Board reviewed the UOCAVA supplemental ballot applications presented for approval. Moved, Seconded (RL,JW): and Carried (4,0) to approve 2 UOCAVA supplemental absentee  applications.  The Board counted the UOCAVA supplemental absentee ballots.  The Board reviewed the supplemental absentee ballot applications presented as spoiled. Moved, Seconded (RL,JW) and Carried (4,0) to spoil 4 CIVILIAN supplemental absentee applications. Moved, Seconded (RL,JW) and Carried (4,0) to certify the supplemental absentee list of voters.  Provisional Ballots  Moved, Seconded (DS, JW) and Carried (4,0) to approve 14 unreported move provisional ballots.  The Board counted the 14 approved provisional ballots.  Citizens Comments CANVASS meeting.  A citizen inquired ifofficial results will be available to the public following the November 16,2018  A citizen suggested educating people about the voting process as they wait to vote.
