Madison County Board of Elections Meeting Minutes - Regular Session July 20th, 2021, Meeting  The Madison County Board of Elections held a meeting on Tuesday, July: 20th, 2021. ina attendance: Jerry Wallin, Chair; Ray! Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley, Member; Brian Ball,  Member; Jacob Ray, Director; Elizabeth Madorin, Deputy Director;  Callt to Order:  Chair Wallin called the meeting to order at 12:45 p.m.  Minutes:  Motion, Seconded (DS, RL) and Carried (5,0)t to approve the. June 16th, 2021 meeting minutes.  Members' Report:  Chair' Wallin expressed appreciation for the board for1 their wiliness to serve another two-year term. A special thanks to Ray Lewis for serving as Secretary. Chair Wallin detailed the Covid 19 outbreak in the office next door and recommended that board members and staff wear masks during meetings. Member Smathers thanked the Chair for continuing to serve in his capacity as Chair and the goodj job the Chair has done over the past term. Member Smathers expressed his appreciation to both political parties for appointing the same board members. Member Smathers explained how the experience of Secretary Lewis conveyed his pleasure with all the work the board has done in the past. Secretary Lewis stated his enthusiasm for continued work oft the board and noted the challenges that are ahead. Secretary Lewis is confident that the board will continue to work well together. Member Ball expressed his gratefulness of being reappointed and looks forward to continuing the work oft the Board. Member Ball complimented staff on the work being done and believes the office is headed Member Tolley echoed the sentiments of the other board member statements and was pleased with the  having the same board working together makes the board operate efficiently.  in the right direction.  swearing in ceremony: at the courthouse. Numbered Memo 2021-03 detailed the process of handi absentee ballots and the cure Numbered Memo 2021-04 detailed ballot ordering details along with thet temporary transfer of voters. The Canvass date for the upcoming Municipal Election willl be Brief explanation oft the Wellness Check document that the Director has been working on. Director emailed a copy of the Wellness Check to board members for review.  process.  Tuesday, November 9, at 11:00 am  Director went over the approved budget for 2021-2022.  Closed Session  Motion to go into closed: session to discuss personnel (BB, RL) motion carried (5,0) Motion to return to open session (ST,JW) motion carried (5,0) 1:20 p.m.  New Business  Motion to allow the director to set and adjust deputy director's work hours at the director's discretion. Motion Tol have the director to transfer $8732.20 from linei item 4170.1210 salaries to linei item  (DS,JW) motion carried 5-0  4170.1260 salaries: temp (BB, DS) motion carried 5-0  Other Matters  Member Smathers commented on the difficulties candidates are having signing upi for thei treasurer's training. Member Smathers and the director have assisted candidate treasurers with: signing up fori the training. Member Smathers voiced concerned over the process and believes the State Board needs to do  al better jobi in this area.
