MADISON COUNTY BOARD OF BLECTIONS ABSENTEE SESSION Board ofElections Conference Room Monday, June 13,2016 9:00AM MINUTES CALL TOORDER Chair Smathers called the meeting oft thel Madison County Board of Elections to order at 9:00 a.m. at thel Board of Elections Conference Room. In attendance were two members of the public; Dyatt F. Smathers, Chair; Rayl Lewis, Secretary; Jerry Wallin, Member; Kathy Ray, Director; and Wade Gahagan, Deputy Director. AGENDA Moved, Seconded (RL,JW) and Carried (3,0) to approve the agenda as amended to add recount requests. APPROVAL OFMINUTES Election Day meeting minutes. The Chair observed that the meeting minutes for. June 7th were not in the meeting packet. The Director printed the. June 7th The Chair reported on his observations at thej precincts on Election Day, and overall things went smoothly. There werea few issues with provisional ballots that were: resolved with aj phone call, and the electricity issues at Laurel were resolved by Member Wallin and Poll Worker Sylvial Riddle. He also reported that one voter at Sandy Mush objected to the lacement of the voting machines. The Chair asked the Director to contact the Sandy Mush voter, follow up on her objection, and invite her to come before the Board to express her concerns. The Chair complimented the Laurel Precinct voting site as the perfect place tohold and election. A discussion ensued regarding the placement of the voting equipment during the November election. Thel Board Moved, Seconded (JW, RL) and Carried (3,0) to approve the. June 6th and June 7th absentee meeting minutes. Thel Director reported on the Fair Standards Labor Act webinar. Base salary calculation do noti include FICA or any other benefits other than non-discretionary bonuses can be factored into the base salary, but under conditions of quarterly payment and not in excess of 10j percent oft the base salary calculation. Compensatory time accrual is not to exceed 240 hours. Compensatory time in excess of240 hours is to be paid in cash. A discussion ensued regarding current compensatory time accrual and potential solutions. The potential recount in the US House of] Representation District 11 contest prompted the Director toj present thel Board with a snapshot of recount procedures. CITIZENS COMMENTS A citizen commented about herj personal experience with post office delivery issues. She further commented about the registration process in Oregon. Voters are initially registered as unaffiliated and sent notices that confirm the registration and ask ift they wish to change their registration status to aj political party. Many oft the unaffiliated voters do not wish to affiliate with a party and come election time are: stuck with their choice.
