Madison County Board of Elections  Meeting Minutes - Special Session  November 3, 2020 General Election Hand to Eye Recount North Carolina Supreme Court Justice Seat 01  December 7, 2020  The Madison County Board of Elections met on Monday, December 7, 2020 at the Beech Glen Community Center Gymnasium, 2936 Beech Glen Road, Mars Hill, NC: 28754 to conduct a hand to eye recount ofthel North Carolina Supreme Court) Justice Seat 01 Contest. Board of Election Members and the Director of Elections maintained the required presence ata all times during the  recount. Present during the recount session were:  Recount' Team Members: Dennis McMahan (Rep), Jacob Ray (Dem), Dean Benfield (Dem), Board Members: Jerry Wallin (Dem), Chair; Brian Ball (Dem), Member; Dyatt Smathers  Gloria Sundquist (Rep), David Goforth (Dem), and Fayl Ball (Rep); (Rep), Member; and Sandra Tolley (Dem), Member; Director of Elections: Kathy Ray (Dem);and  Public/Political Party Observers: Shearon Roberts, Representative for Cheri Beasley.  Chair Wallin called the hand to eye recount session to order at 8:30 a.m. and introduced the Board members present. The Director provided the recount team members with ballot handling procedures and all present with copies of State. Board of Elections/umbered Memo 2019-07 What Constitutes a Vote and Numbered Memo 2020-32 Statewide Recount. She conducted: a shorttraining The recount oft thel Laurel Precinct's two hundred fourteen (214)ballots commenced without incident, and nol ballots were identified as needing Board adjudication regarding voterintent. The recount team and Board members compared the results oft thel hand to eye recount with the November 20-23, 2020 machine recount results fort the North Carolina Supreme Court Justice Seat 01 C contest, found no difference between the results, and signed the hand to eye tally sheets. Motion, Seconded (DS, BB) and Carried (4,0) for the Directorto complete the North Carolina  session accordingly: and administered the oath to the recount team members.
