Madison County Board of Elections Meeting Minutes - Regular Session September 21, 2022 The Madison County Board of Elections held their regularly scheduled meeting on Wednesday, September 21, 2022, at Suite E, Room 16, 5707 US25-70 Hwy, Marshall, 28753. In attendance: Jerry' Wallin Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley Member; Jacob Ray, Director; Elizabeth Madorin, Deputy Director and one member of the public. Call to Order: Chair Wallin called the meeting to order at 3:00 p.m. Agenda: Motion (DS, ST) to approve the agenda as presented the motion passed (4-0) Minutes: Motion (BB, DS) to approve August 3, 2022 meeting minutes and the motion passed (4-0). Members' Report: Member Tolley thank the office staff for their hard work. Member Smathers reported on the latest incident involving the Buncombe County Board of Elections and the printing error on ballots sent out to absentee voters. Member Smathers thanked the office staff for their attention to detail on election administrative duties. Member Smathers has received positive feedback for the Madison A-B Tech location Chair Wallin referenced a presentation at the State Conference that covered voter assistance in covered facilities. Chair Wallin spoke about the recent events happening in Buncombe County and their ballot printing errors. New Business: Motion (DS, RL) to approve the poll worker list with the addition of Christina Chandler as a one-stop worker. The motion passed (4-0). Director went over Numbered Memo 2022-11 with the Board and answered questions about the Multi-Partisan The Director went over the recent uptick of public records requests and how that effects the office staff. The director reported that counties are awaiting guidance from the State Board of Elections on how to respond to the numerous of duplicate public records requests. Discussion ensued about these requests and what it means to the Board of Elections. Other Matters: Public Comment: Discussion ensued about covid-19 protocalls at the polls and signage at Madison AB-Tech. A member of the public made remarks about the importance of democracy and volunteered to serve as a poll worker.
