Madison County Board of Elections Meeting Minutes - Regular Session August 17th, 2021, Meeting The Madison County Board of Elections held a meeting on Tuesday, August 17th, 2021. in attendance: Jerry Wallin, Chair; Ray! Lewis, Secretary; Dyatt Smathers via telephone, Member; Sandra Tolley, Member; Brian Ball, Member; Jacob Ray, Director; Elizabeth Madorin, Deputy Director; and 1 member of the public. Call to Order: Chair Wallin called the meeting to order at 3:00 p.m. Minutes: Motion, seconded (ST, BB) and Carried (5,0) to approve the. July 20th, 2021 meeting minutes. Members' Report: Member Tolley reported on the quality of the conference that board members and staff attended. MemberTolley mentioned the cyber security and how detailed and informative the presentation was. Chair Wallin stated that each board member should begin to consider options for early voting ini the Member Smathers reported tot the board he was present fori the wellness check visit by State Board of Elections. He complimented the staff on aj job well done and that he was proud to be a member oft this board. He mentioned that staff has taken notes from the visit and will address thei feedback fromi the Marshall area. state officials. New Business Motion to approve the recommended list of Chief judges and Democratic judges submitted by the Madison County Democratic Party Chair (BB, ST) motion carried (5-0) Motion to approve the recommended list of Republican judges submitted by the Madison County Republican Party Chair (DS, RL) motion carried (5-0) Motion: seconded (DS, RL) and Carried (5,0) to pass a resolution that the voters of the North Marshall Precinct that lie within the Town of Marshall Municipality bet temporarilyt transferred, for thej purpose of voting, to the South Marshall Precinct for the 2021 Municipal Election. Motion seconded (DS, RL) and Carried (5,0) that the voters of thel Hot Springs Precinct that lie within the Town of Hot Springs Municipality bet transferred, fort the purpose of voting, to the Hot Springs (Bill Whitten) Community Center, 43 Andrews Ave N, Hot Springs, NC for the 2021 Motion seconded (W, DS) and Carried (5,0) that the voters of the North Marshall Precinct that lie within the Town of Marshall Municipality bet transferred, for the purpose of voting, to the Marshall Community Center, 145 Blannahassett Island Road, Marshall, NC1 fort the 2021 Motion seconded (DS, RL) and Carried (5,0) that the voters oft the Mars Hill Precinct that lie within the Town of Mars Hill Municipality be transferred, for the purpose of voting, to the Mars Hill Public Library, 25 Library Street, Mars Hill NCi for the 2021 Municipal Election. Motion seconded (DS, RL) and Carried (5,0) that the voters oft the Beech Glen Precinct that lie within the Town of Mars Hill Municipality bet transferred, for the purpose ofv voting, toi the Mars Hill Public Library, 25 Library Street, Mars Hill, NC1 for the 2021 Municipal Election. (5-0) Director's Report: The Director provided updates as follows: Reviewed the State Board of Elections Conference. PrintElect visited to install ExpressVote software. Wellness Check visit by the State Board. Addressed the feedback from the State Board officials. Citizens Comments: A citizen told the Board to "keep on keeping on." Other Matters Sectary Lewis expressed concerns over the lack of polling locations available in the county. Sectary Lewis would like the board to brainstorm for potential polling locations across the county.
