MADISON COUNTY BOARD OF ELECTIONS EMERGENCY SESSION Board of Elections Conference Room March 31, 2016 11:00 AM MINUTES CALL TO ORDER Chair Smathers called the meeting of the Madison County Board of Elections to order at 11:00 a.m. at the Madison County Administrative Offices Building Board of Elections Office. In attendance were Dyatt Smathers, Chair; Ray Lewis, Secretary; Jerry Wallin, Member; Kathy Ray, Director; Donald Wade Gahagan II, Elections Specialist; and Paul Eggers of the News Record and Sentinel. AGENDA To determine the early one-stop voting schedule and the possibility of merging precincts for the. June 7th Primary DISCUSSION Moved, Seconded (RL, DS) and Carried (3,0) to establish one early voting one-stop site at the Board of Elections Room 26 for the June 7th Primary Election to begin on Thursday, May 26th and end on Saturday, June 4", to be open on weekdays from 8:00 a.m. until 5:00 p.m. and on Saturday, June 4th from 9:00 a.m. until 1:00 p.m., and have no early one-stop voting on Discussion ensued regarding the possibility for merging precincts and/or transferring voters to adjoining precincts on June 7th. The school system will be having remediation classes on that date Moved, Seconded (DS, RL) and Carried (2,1) to relocate the polling place for the North Marshall Precinct from Madison High School to the Board of Elections Room 26 site for the June 7th Primary due to safety concerns. Member Wallin opposed the motion. No resolution to create a new polling location was adopted since there was not a unanimous vote by the Board. Discussion ensued regarding each polling site on June 7h. Meal site services will have to be suspended at the Senior Citizens' sites that are used for polling sites. Principals will need to be contacted to determine appropriate voting enclosures on June 7" given the presence of students and Al brief discussion ensued regarding the Sandy Mush Precinct Building, the Marshall Community The Chair cited numbered memo 2016-06 regarding staff numbers for the June 7th Primary.
