Madison County Board of Elections Meeting Minutes - Regular Session  December 14th, 2022  The Madison County Board of Elections held their regularly scheduled meeting on Wednesday, December 14th, 2022, at Suite E, Room 16, 5707 US 25-70 Hwy, Marshall, 28753. In attendance: Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt  Smathers, Member; Brian Ball, Member; Jacob Ray, Director; and one member of the public.  Call to Order:  Chair Wallin called the meeting to order at 3:00 p.m.  Agenda:  Motion (DS, RL) to amend the agenda and move item "Executive Session" below the "Public Comment" section on the  agenda. The motion passed (4-0).  Minutes:  Motion (DS, JW): to approve November 17, 2022 Supplemental Meeting Minutes and November 18, 2022 Canvass  Meeting Minutes as presented. The motion passed (4-0).  Members' Report:  All members expressed their deepest sadness due to the passing of Member Sandra Tolley. The board recounted personal stories and the work Sandra Tolley did for Madison County. Sandra Tolley was a pillar of the community and Member Smathers read Member Sandra Tolley's obituary into the public record: Sandra Landers Tolley, 72, of Marshall, passed away on Tuesday, December 6, 2022. She was the daughter oft the late Glenn and Pearl Gahagan Landers. Sandra retired from Madison County Schools after 34 years of employment. She was ai former chairman of Madison County School Board, a member of Madison County Board of Commissioners, and served on several boards in Madison County Sandra is survived by her loving husband Charles Tolley, daughters; Caroline Davis (Joe), Elizabeth Ayers (Chad); sister, Glenda Rodgers; grandchildren; Emmajo Elizabeth Davis, Sarah Isabella Davis, Catherine Leigh Ayers and Charlotte Glenn Amemorial service will be held at 4:00pm Thursday, December 8, 2022, in the Robbie Capps Memorial Chapel of Blue Ridge Funeral Service with Reverend Pat Hardy officiating. A private burial will be held at al later date.    Director's Report:  The director presented the budget report to the board and answered questions from board members. The director provided an update on the status and operations of the board of elections office.  New Business:  The director requested approval of the following temporary office staff list:  Dean Beanfield (D) Kathy Ray (D) Christina Chandler (UNA) Dewayne Martin (R) Gloria Sundquist (R)  The board requested the director to use bi-partisan representation when temporary office is utilized by the director.  Motion (BB, DS) to approve the list as presented. The motion passed (4-0).  Other Matters:  Motion (DS, BB) to provide a stipend in the amount of 500.00 dollars from lapsed salary to the director for additional  work and service due to the deputy director being unavailable during the 2022 General Election.  Public Comment:  A member of the public reported on their positive experience as a poll worker and hope they get to serve again. They also reported on the different events they attend throughout the post-election process and complimented the board  and the office staff on their work. Executive Session:  Motion (DS, JW) to enter closed session to discuss personnel matters. The motion passed (4-0).
