MINUTES CALL TO ORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order at 2:00 p.m. In attendance were Jerry Wallin, Chair; Ray Lewis, Secretary (via telephone); Member Dyatt Smathers; Member; Sandra Tolley (via telephone); Member Brian Ball; Jacob Ray, Director; and one member of  the public. Agenda:  Motion (DS, BB) to approve the agenda as presented. The motion passed (5-0), Brian Ball attended in-person and not via telephone. The motion passed (5-0).  Minutes Approval:  Motion (BB, DS) to approve October 25, 2022, Absentee Minutes with the correction that member  Members Reports: No members report. Director's Report: No director's report.  Preparatory Steps to Count Ballots:  The voting equipment was reconciled with the chain of custody. Board members verified the public count of seventy-three.  NEW BUSINESS  Absentee Ballots' Approval for November 1, 2022, Meeting:  Civilian (CIV) Ballots:  Beech Glen Precinct: Motion (DS, BB) to approve thirteen CIV Absentee Ballots. The motion Ebbs Chapel Precinct: Motion (DS, JW) to approve six CIV Absentee Ballot. The motion passed Grapevine Precinct: Motion (DS, JW) to approve three CIV Absentee Ballots. The motion Hot Springs Precinct: Motion (DS, JW) to approve one CIV Absentee Ballot. The motion passed Laurel Precinct: Motion (DS, JW) to approve seven CIV Absentee Ballots. The motion Spring Creek Precinct: Motion (DS, JW) to approve four CIV Absentee Ballots. The motion Walnut Precinct: Motion (DS, JW) to approve five CIV Absentee Ballot. The motion passed Motion (BB, DS) to approve one UOCAVA OVR Absentee Ballots. The motion passed (5-0.) VOCAVA Ballots (Military - Overseas)  One-Stop Ballots:  BALLOT DUPLICATION  Member Ball marked the ballots while member Smathers called the contests for duplication purposes.  PREPARATORY STEPS TO SECURE COUNTED BALLOTS Ballots were removed from the DS200 and sealed in a secure pack for storage. Duplicated ballots were sealed in a separate secure pack for storage.  The board recorded the ending ballot count of one hundred and fifty-one ballots and sealed the machine  for storage. Other Matters:  Motion (DS, JW) to approve the following poll-workers as presented. The motion passed (5-0).  Dennis Capps Republican Judge at Sandy Mush. Promote Malcom Glenn Graves to Democrat Judge at Grapevine. Ebanie Bailey Democrat Assistant at Grapevine  Public Comment:  An member of the public complimented the Board on their thorough Absentee Board Meeting procedures  and reported on Buncombe County Absentee Meeting processes and procedures.
