Madison County Board of Elections Meeting Minutes - Regular Session May 17th, 2023 The Madison County Board of Elections held their regularly scheduled meeting on Wednesday May 17th, 2023, at Suite E, Room 16, 5707 US25-70 Hwy, Marshall, 28753. In attendance: Jerry' Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Brian Ball, Member; Debbie Ponder, Member; Jacob Ray, Director; and two members of the public. Call to Order: Chair Wallin called the meeting to order at 3:00 p.m. Agenda: Motion (RL, DS) to approve the agenda as presented. The motion passed unanimously (5-0). Minutes: Motion (DS, DP) to approve. April 19, 2023 meeting minutes and executive session meeting minutes as presented. The motion passed (5-0). Members' Report: The board discussed photo IDI implementation for upcoming elections and an update to NCI House Bill 2641 that would delay the Town of Hot Springs conducting municipal elections on a partisan basis until 2025. Director's Report: The Director updated the board on Kathy Ray'straining; office schedule of staff; scheduled record destruction; summer The director presented FY24 budget request and went over changes that were made due to suggestions by members of conference registration; and the preparation that the office is doing for photo IDi implementation. the Board of County Commissioners. The Director presented the Budget Expenditure Report and answered board members questions. New Business: Municipal Elections. Thel Board reviewed the recommended precinct voter transfers and polling sites changes for the upcoming 2023 Motion (DS, BB) to pass resolutions that would alter polling sites for voters that reside within towns of Hot Springs, Mars Hill, and Marshall for Municipal Elections held in 2023. The motion passed unanimously (5-0). *See attached for resolutions authorizing polling site changes. * Motion (DS, DP) to pass resolutions that the voters of the South. Marshall Precinct that reside within the Town of Marshall Municipality be temporarily transferred, for the purpose of voting, to the North Marshall Precinct for 2023 Municipal Elections and; that the voters of the Beech Glen Precinct that reside within the Town of Mars Hill Municipality bei temporarily transferred, for the purpose of voting, to the Mars Hill Precinct for 2023 Municipal Elections. The motion passed unanimously (5-0). *See attached for resolutions authorizing transfer of voters. * Motion (BB, DS) to approve the lease agreement for storage room 212B at the Laurel Community Center. Cheryl Williams commented on announcements being made by the State Board of Elections concerning the NC photo ID Graeme Frelick commented on thel NC photo ID law.
