Madison County Board of Elections Meeting Minutes - Regular Session  June 21, 2023  The Madison County Board of Elections held their regularly scheduled meeting on Wednesday May 17, 2023, at Suite E, Room 16, 5707 US 25-70 Hwy, Marshall, 28753. In attendance: Jerry' Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Brian Ball, Member (Via Telephone); Debbie Ponder, Member; Jacob Ray, Director; and one member of the  public. Call to Order:  Chair Wallin called the meeting to order at 3:00 p.m.  Agenda:  Motion (DS, JW) to approve the agenda as presented. The motion passed unanimously (4-0).  Minutes:  Motion (DS, DP) to approve May 17, 2023 meeting minutes as presented. The motion passed (4-0).  Members' Report:  Member Smathers reported that Buncombe County Board of Elections has received approval to purchase six-hundred thousand dollars' worth of ExpressVote equipment. Member Smathers spoke briefly about pending legislation that Chair Wallin spoke about Senate Bill 747, Senate Bill 749, and photo ID implementation for upcoming elections.  would affect the Board of Elections.  Director's Report: Senate Bill 749.  The Director reviewed Senate Bill 747 and Senate Bill 749. Discussion by the board ensued about Senate Bill 747 and  The Director presented the Budget Expenditure Report and answered board members questions.  The Director reported on a meeting with Madison A-B Tech staff regarding Madison A-B Tech Campus hosting Early  Voting in 2024. Public Comment: ExpressVotes.
