Madison County Board of Elections  Meeting Minutes October 23, 2020 Meeting Regular Session at 1:00 p.m.  The Madison County Board of Elections met on Friday, October 23, 2020. In attendance: Jerry Wallin, Chair; Dyatt Smathers, Member; Sandra' Tolley, Member; Kathy Ray, Director; and Jacob Ray,  Deputy Director. Call to Order: Agenda:  Chair Wallin called the meeting toorder at 1:00 p.m.  Motion, Seconded (DS,]W) and Carried (3,0) to approve the: agenda as presented.  Members' Reports:  Board members reported they aré receiving positive feedback from voters regarding their voting  experiences at the early voting sites.  Minutes: minutes. Director's) Report:  Motion, Seconded (DS, ST) and Carried (3,0) to approve the October 16, 2020 meeting  Thel Director provided the September 30, 20201 budget expenditure report. Discussion ensued regarding state funded poll worker bonuses for Election Day and early voting poll workers. Thel Director reported that the county maintenance departmentwill: install and remove the Ramboard floor covering at the Sandy Mush Precinct polling site at Addison Farms Vineyard. She has asked all chiefj judges to visit àn early voting site to observe COVID procedures and protocols and to visit their precinct polling sites as soon as possible to determine any additional needs for site Thel Director: reported that South Marshall Precinct Chief] Judge Betty Hurst needs a replacement on Motion, Seconded (DS, ST) and Carried (3,0) to appoint Coleson Garrett (D-Walnut Precinct) as the! South Marshall Chiefjudge for the November 3, 2020General election.  setup.  Election Day due to unforeseen circumstances. Motion, Seconded @W, DS) and Carried (3,0) to approve thel list of poll worker assistants and add Lisa Mclean (R-Spring Creek Precinct), Jessica Creech (R-Hot Springs Precinct), Karol Kavaya (D, Walnut Precinct), and Terri Morgan (UNA-Laurel Precinct) to thel list. Motion, Seconded (DS,JW) and Carried (3,0) to approve PatMcFee (D-North Marshall Precinct) as a substitute one stop poll worker at Madison Wellness Center. Chair Wallin commented regarding the extra time iti is taking for some absentee ballots to reachi the  voters. New Business:  Motion, Seconded (DS,JW) and Carried (3,0) to move: the regularly scheduled Wednesday, November 18, 2020 meeting and combine it with the absentee meeting taking place at 9:00 The Directori informed the Board that the office: staff worked during the September 7 Labor Day holiday and will again have to work on the November 11 Veteran's Dayl holiday. The county is also providing a flexible holiday for all employees. She requested the Board close the office during the week of November 23-27th to observe the missed holidays, flexible day, and Thanksgiving holidays.
