Madison County Board of Elections Meeting Minutes April 21, 2020 Meeting The Madison County Board of Elections held a telephonic meeting on Tuesday, April 21, 2020. ina attendance: Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley, Member; Brian Ball, Member; Kathy Ray, Director; Jacob Ray, Deputy Director; and 1 member oft the public. Call to Order: Following al brief pause to provide the password to join the telephonic meeting, Chair Wallin called the meeting to order at 4:18 p.m. Agenda: Motion, Seconded (RL, DS) and Carried (5,0) to approve the agenda. Members' Report: Member Smathers expressed appreciation that the Directori has made the State Board of Elections aware that local Republican Party leadership approved of Madison County Board of Chair Wallin expressed appreciation for the detailed cover letter that was sent to NC State Election's plan for the 2nd Republican Primary Election. Director's Report: Motion, Seconded (RL, BB) and Carried (5,0) to approve the March 31, 2020 meeting The Director reported on the March 31, 2020 Budget Revenues and Expenditures Report and the 2nd Republican Primary Election budget proposals (3 sites VS. 12 sites). The Director is working with the Finance Officer to amend line items according to current expenditures and needs. The Board of Elections will need to request additional funds for the 2ndl Republican Primary Election once the State Board of Elections responds to the proposed plan. Motion, Seconded (DS, JW) and Carried (5,0) to approve the 2nd Republican Primary Election budget as presented by the Director as aligned with the State Board of Election's response. Page 1of2 New Business: The Director presented the budget proposal for the 2020-2021 fiscal year and informed the Board that an additional $6,400.00 dollars will need to be added to Contracted Services (4170.1900) for the Elections Systems &Software equipment maintenance contract, raising that line item request to $18,250.00. The Director clarified that the requested increases for salaries (4170.1210) and capital equipment (4170.5100) are for COVID 19 related expenses for office staff and fori the rental and purchase of ADA ballot markers (14AutoMarks and ExpressVotes). Motion, Seconded (DS, JW)and Carried (5,0) to approve the 2020-2021 budget proposal as presented by the Director. Citizens Comments: A citizen commented that ongoing COVID 19 risks may call for continuing mitigating measures such as social distancing into November and asked about the Board of Election's plan for ensuring that everyone who wants to vote can cast a vote ini that election. The Board responded that it currently is and will continue working the State Board of Elections to provide safe voting environments during all future elections including the 2nd Republican Primary Election. Final Members' Comments: Member Smathers requested the Director notify Board members as soon as she receives the State Board of Elections' response to the 2nd Republican Primary Election plan. Member Ball thanked the Director for putting together a good plan for the 2nd Primary Election. He also thanked Board Members Smathers and Lewis for doing a good job communicating the Board's plan to provide the most opportunity for voting within a safe environment to local Republican Party leadership and candidates.
