MADISON COUNTY BOARD OF ELECTIONS REGULAR SESSION Board of Elections Conference Room Wednesday, February 10,2016 3:00 PM MINUTES CALLTOORDER Chair Smathers called the meeting of the Madison County Board of Elections to order at 3:00 p.m. at the Board of Elections Conference Room. In attendance were 3 members oft the public; Dyatt F. Smathers, Chair; Ray Lewis, Secretary; Jerry Wallin, Member; Wade Gahagan, Elections Specialist; and Kathy Ray, Director. AGENDA Moved, Seconded (RL, JW) and Carried (3,0) to set the agenda as amended to add to "Other Matters" the approval of the February 8, 2016s special session. APPROVAL OF MINUTES Moved, Seconded (RL, JW) and Carried (3,0) to approve the. January 13,2016 meeting minutes. CHAIR'S REPORT Chair Smathers complimented the local elections' stafft trainings as being well organized and comprehensive. He added Upon return from the SBOE Conference, the Board met with key county personnel. The purpose oft the meeting was to let the group know that the Board of Elections may need theirl help, to request information about available services, and to develop aj phone calling tree in the event voting services are interrupted during early voting and Election Day. The Emergency Management Director informed the group that all fire departments! have wired in generators, and the county that all three Board members attended all the trainings. has a solar powered message board for use during emergencies. MEMBERS' REPORTS DIRECTOR'SREPORT Member Lewis also complimented the local elections' stafftrainings. The. January 31, 2016 budget and expenditure report was presented. A brief discussion ensued regarding the potential for additional elections. The Chair commented that the March 15" election will happen, but the county may have to spread another primary, dependent upon the judicial hearing and court rulings that are currently taking place. The Director reported on the status of security plan for one-stop voting equipment at thel Beech Glen Community Center. Thel Director and Lead. Judge Neil Willis will have the only keys to the supply closet at Beech Glen Community Center. Voting equipment will be locked in the supply closet each night ofe early voting. NEW BUSINESS Moved, Seconded (RL, JW) and Carried (3,0) to pay the county mileage rate to one-stop staff who are transporting election supplies to and from the one-stop sites and election day. judges who are traveling out oftheir home precincts. OLD BUSINESS Election assistants are: still needed at Sandy Mush (R), Ebbs Chapel (R), and Walnut (D) Precincts. Moved, Seconded (RL,J JW) and Carried (3,0) to accept the resignation of Vernon Goodwin as lead judge at the Hot Springs Community Center one-stop site and approve Charles Glenn Peterson as the replacement judge and Dennis Capps as an election assistant at that site. OTHER MATTERS session. Moved, Seconded (RL, JW) and Carried (3,0) to approve the meeting minutes of the February 8, 2016 special Thel Director presented Board members with an updated Emergency Planning Phone' Tree. CITIZEN COMMENTS A citizen requested information regarding the past election experience ofa particular Election Dayj judge. A citizen emphasizedi the importance of having cash on hand in the event of power outages and other events that may impact banking access, ATM: services, etc. ANNOUNCEMENTS Chair Smathers gave some county statistics regarding unaffiliated voters. Chair Smathers informed the group that he would attend the next Commissioners' meeting to provide an update on the March 15th Primary. The Elections Specialist announced important dates for the upcoming March 15 Primary. Moved, Seconded (DS,JW) and Carried (3,0) to move: into closed session to discuss an elections personnel issue.
