Madison County Board of Elections Meeting Minutes = Regular Session October 18, 2023 The Madison County Board of Elections held their regularly: scheduled meeting on Wednesday October 18, 2023, at Suite E, Room 16, 5707 US25-70 Hwy, Marshall, 28753. In attendance: In attendance: Jerry Wallin, Chair; Dyatt Smathers, Secretary; Brian Ball Member; Ray Lewis Member; Debbie Ponder, Member; Jacob Ray, Director; and two members of the public. Call to Order: Chair Wallin called the meeting to order at 3:00 p.m. Agenda: Motion (JW, DS) to approve the agenda as presented. The motion passed unanimously (5-0) Minutes: Motion (DS, RL) to approve September 20, 2023 meeting minutes as presented. The motion passed unanimously (5-0). Members' Report: Member Lewis commented on the passage North Carolina Senate Bills 747 & 749. Member Ball commented on redistricting happening in the state. Secretary Smathers reported on litigation happening with North Carolina Member Ponder commented on North Carolina Senate Bills 747 & 749 and the Sandy Mush Precinct. Chair Wallin discussed with the rest of the board of the current ligation currently happening with North Carolina Senate Bills 747 &749. Director's Report: The director summarized the visit made by the chair, secretary, and director to the Dynamic Systems Plant located in the The director provided an update on completed logic and accuracy testing, poll-worker training, and answered questions Sandy Mush precinct. The Board discussed options for Sandy Mush precinct. about the budget. New Business: The director presented three early voting plans for the 2024 Primary Election. The board discussed each plan in-depth. Motion (DS, JW) to reschedule November's monthly from Wednesday, November 15, 2023 at 3:00 p.m. to Thursday, No action was taken on any early voting plan. November 16, 2023 at 3:00 p.m. The motion passed unanimously (5-0) Motion (BB, DS) to approve the municipal election assistant list as presented. The motion passed unanimously (5-0). 2023 Municipal Election Assistant Approval: Betty Hurst- South Marshall Democrat Assistant Motion (DS, BB) to approve municipal election temporary office staff list as presented. The motion passed (5-0). 2023 Temporary Municipal Election Office Staff: William "Scott" Boone Republican (Equipment and Supplies Delivery) Public Comment: Elections. Cheryl Williams inquired about information received from an outside source about early voting in the 2023 Municipal Democratic Chair Paula Dempsey on behalf oft the Democratic Women's Club, has extended an invitation to the Board of Elections to an appreciation dinner. Other Matters: Secretary Smathers and Chair Wallin discussed their visit to Dynamic Systems plant. Member Smathers inquired about preparations for the 2023 Municipal Election. Member Ball discussed Lenior County Board of Elections assisting Lenior County Early College High School in conducting student government elections.
