MADISON COUNTY BOARD OF ELECTIONS Board of Elections Conference Room ABSENTEE SESSION March 8, 2016 9:00 AM MINUTES CALLTOORDER Chair Dyatt Smathers called the meeting of the Madison County Board of Elections to order at 9:04 a.m. at the Madison County Administrative Offices Building Board of Elections Office. In attendance were Dyatt Smathers, Chair; Ray Lewis, Secretary; Jerry Wallin, Member; and Kathy Ray, Director. CHAIR'S REPORT Chair Smathers commented that Early Voting was off to a smooth start. The implementation of Voter IDI has not been an issue. The Beech Glen Community Center security plan has been addressed by the Director and the Beech Glen Early Voting staff. MEMBERS' REPORTS Member Wallin commented that good weather is forecasted for the next week. Secretary Lewis expressed some disappointment with the low voter turnout. The Director commented that the turnout thus far was comparable with the Primary 2012 voter turnout. NEW BUSINESS Moved, Seconded (RL, JW) and Carried (3,0) to approve 19 civilian applications, 694 one stop applications, and 1 military application and to spoil 3 applications that had incomplete witness The Director provided Board members with a report of the absentee register and daily list of civilian, Moved, Seconded (RL, JW) and Carried (3,0) to delay tabulating absentee ballots until the Moved, Seconded (RL, JW) and Carried (3,0) to approve the March 1, 2016 absentee meeting Moved, Seconded (RL, JW) and Carried (3,0) to approve the rotation of one-stop staff for Friday March 11nd and Saturday March 12" as follows: Steven McConnell to Beech Glen Community Center, Barbara Shelton to the Board of Elections, and Hot Springs Community Moved, Seconded (RL, JW) and Carried (3,0) to approve the recommendation of Republican information. military, and overseas requests. Moved, Seconded (JW, RL) and Carried (3,0) to approve Melissa Bigg (UNA-Laurel) as a Democratic assistant at Hot Springs Precinct. Poll worker assistants continue to be needed at Walnut, Ebbs Chapel, and South Marshall Precincts. All will need to be from within the precinct to maintain precinct representation.
