Madison County Board of Elections Meeting Minutes - Regular Session March 16th, 2022 The Madison County Board of Elections held their regularly scheduled meeting on Wednesday, March 16th, 2022, at Suite E, Room 16, 5707 US: 25-70 Hwy, Marshall, 28753. In attendance: Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Brian Ball, Member; Jacob Ray, Director; and Elizabeth Madorin, Deputy Director; and one member of the public. Callt toOrder: Chair Wallin called the meeting to order at 3:00 p.m. Minutes: Motion to approve February 16th Regularly Scheduled Meeting Minutes, with thei following edit "1 member of the public to one member of the public." Agenda: Motion to remove agenda item number nine "Executive: Session." Members' Report: Member Smathers gave aj positive review of the Virtual State Board Conference. Member Smathers raised concerns over ballot duplication procedures during Absentee Meetings. Member Smathers complimented. Security Support Technician John Noce on his presentation during the State Board Conference. Member Smathers reported oni inquiries about the registration deadline to change party affiliation and a newspaper article about a particular contest in the upcoming Primary. Member Ball gave a positive review of the State Board Conference. Chair Wallin mentioned that there was concern about people wanting to still file for the upcoming election in May. New Business Director presented the 2022 Primary Absentee Meeting Schedule Resolution. Motion to approve the presented 2022 Motion to approve Resolution to Establish al Polling Site outside of Sandy Mush Precinct at Addison Farms' Vineyard. (DS, Aotion to approve the poll worker assistants and temporary office staff list as presented. (DS,JW) motion carried (4,0) Motion to reschedule the April 20th, 2022 Monthly Meeting to April 19, 2022 after the conclusion of the Absentee Primary Absentee Meeting Schedule Resolution. (DS, RL) and motion carried (4,0). The Director gave an update on the Second Primary and how the budgeting process works. Ane estimate for the Second Primary is being prepared for the Finance Department. An estimate for CleanWorks services was presented to the board. Discussion ensued about the needs of each polling Motion to allow the director to enter a contract with CleanWorks to deep clean Addison Farms before and after the location sanitation needs. Primary Elections. (DS, JW) andi the motion carried (4,0). The Director reviewed the State Board Conference and the Reconciliation process during Elections. An update was given on open petitions for Unaffiliated Candidates in the County. Other Matters: Chair Wallin: spoke oni the improvements of the Sandy Mush Precinct Building. The Director has responded to a member oft the public who expressed interest in the Board of Elections using federal grant funds to improve the building. Member Smathers explained that the Board of Elections does not have the authority to dedicate how the county uses federal grants that have been allocated to the county.
