MINUTES CALL TO ORDER Chair Wallin called the meeting of the Madison County Board of Elections to order at 9:00 a.m. In attendance were Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley via telephone, Member; Brian Ball, Member; Jacob Ray, Director; Elizabeth Madorin, Deputy Director; Members Reports: Chair Wallin thanked staff and precinct officials on a smooth primary election cycle. Member Ball thanked the staff for their hard work. Member Smathers echoed Chair Wallin and Member Ball previous remarks. Member Smathers contacted other local Board of Elections Directors in the NC Senate 47th district. Member Smathers reported interest in holding a district wide meeting for board members and office staff. Director's Report: Director reported on the ElectionWare Desktop memory being wiped and the need for DS200 Election Motion (BB,DS) to allow the director tor readi in DS200 Election Media from election night and the motion Media to be ran int the reporting software again. passed (5-0). Preparatory Steps to Count Ballots: The voting equipment was reconciled with the chain of custody. NEW BUSINESS: Supplementa Absentee Ballots' Approval for May 26, 2022 Meeting: Supplemental Civilian (CIV) Ballots: 1. Beech Glen Precinct: Motion (DS, JW) to approve four CIV Supplemental Absentee Ballots. Motion 2. Hot Springs Precinct: Motion (DS, JW) to approve one CIV Supplemental Absentee Ballots. Motion 3.Mars Hill Precinct: Motion (DS, JW) to approve one CIV Supplemental Absentee Ballots. Motion passed (5-0). passed (5-0). passed (5-0). Provisional Ballots Approval: The Board of Elections reviewed a total of 41 provisional ballot applications from the one stop and The board reviewed provisional applications individually that were recommended for approval Motion (DS, JW) to approve 23 provisional ballot applications and the motion passed (5-0). The Board reviewed the remaining provisional applications individually that were recommended for Motion (DS, JW) to deny 18 provisional applications and the motion passed (5-0).
