MADISON COUNTY BOARD OF ELECTIONS Board of Elections Conference Room  ABSENTEE SESSION February 27, 2024 3:00 P.M.  MINUTES CALL TO ORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order on February 27, 2024, at Suite E, Room 16, 5707 US 25-70 Hwy, Marshall, 28753. In attendance: Jerry Wallin, Chair; Dyatt Smathers, Secretary; Brian Ball, Member, Member; Debbie Ponder, Member; Jacob Ray,  Director; and one member of the public.  Agenda:  Motion (DS, BB) to approve the agenda as presented. The motion passed unanimously (4-0). Motion (BB, DS) to approve the February 20, 2024, meeting minutes and February 20, 2024, executive meeting minutes as presented. The motion passed unanimously 4-0.  Minutes Approval:  Members Reports:  Chair Wallin expressed appreciation for member Ray Lewis attending the meeting.  Secretary Smathers reported on his early voting site visits.  Director's Report: Saturday.  The director updated the board on Early' Voting, and the final training session that was held the previous  Preparatory Steps to Count Ballots:  The Board verified the voting equipment chain of custody for the Absentee DS200. The Board verified the public count of four on the Absentee DS200.  NEW BUSINESS  Beech Glen Precinct: Motion (DS, BB) to approve five CIV Absentee Ballots. The motion Ebbs Chapel Precinct: Motion (DS, BB) to approve three CIV. Absentee Ballots. The motion Mars Hill Precinct: Motion (DS, BB) to approve five CIV Absentee Ballots. PREPARATORY STEPS TO SECURE COUNTED BALLOTS  The Board recorded the ending ballot count of eighteen ballots and sealed the machine for storage.  Other Matters: unanimously (4-0). Public Comment:  Motion (BB, DS) to approve the Election Day poll worker's list as presented. The motion passed  Cheryl! Williams spoke her experience as a poll worker and the successful implementation of the ExpressVote equipment during early voting. Discussion ensued on the use of ExpressVote.
