MINUTES CALLT TOORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order at 9:00 a.m. In attendance were Jerry Wallin, Chair; Ray Lewis, Secretary; Member Dyatt Smathers; Member Brian Ball (present on Friday November 18 when the meeting was resumed) County Attorney Donny Laws;  Jacob Ray, Director and one member of the public.  Agenda:  Motion (DS, RL) to approve the agenda as presented. The motion passed (3-0). Motion (BB, DS) to approve November 7 & November 8 meeting minutes.  Minutes Approval: Members Reports:  Member Smathers read Elizabeth Madorin's obituary: Elizabeth Marie Madorin, 52, of Mars Hill, NC passed away peacefully on Friday, November 11th, 2022 at home. She had been recently diagnosed with advanced liver disease and inoperable cancer, but she was surrounded by love, even in her final moments. Elizabeth was able to say goodbye to several family members: her mother and father, Phyllis and Fred Madorin of Harrisburg, NC and her brother and sister-in-law, Michael and Jeanne Madorin of Harrisburg, NC. Elizabeth is also survived by her brother Alvin "Pat" Madorin (and partner Carol Crowell) of Orchard Park, NY. Elizabeth was immensely proud of the nephews she left behind: David (and wife She left behind her "family of choice", Shawna and Jay Bryce, of Mars Hill, NC; Rebekah Byrd and Alex Elizabeth spent her entire life in public service. In college, she worked for YMCA and Latchkey services. Then she worked as a Spanish teacher in Missouri and in North Carolina. Upon moving to Western North Carolina, she worked at a private school for girls followed by a grant-sponsored position at the Madison County Public Libraries. Her most recent service to the public was as the Deputy Director of Elizabeth had al keen sense of humor and was known for regaling classrooms and offices alike with her infamous "dad jokes." She loved making people laugh and found quiet ways to share her heart with In keeping with Elizabeth's final wishes, no funeral services will be held. Director's Report:  The Director requested that the board allow him to open sealed voted ballots from the Sandy Mush precinct and retrieve a ballot marked "Provisional." Member Smathers made a motion to allow the Motion (DS, JW) to conduct a manual edit to subtract the totals from the retrieved provisional ballot and  director to do sO and Chair Wallin seconded the motion. Board members verified the public count of zero.  NEW BUSINESS  Supplemental Absentee Ballots' Approval for November 17, 2022, Meeting:  Civilian (CIV) Ballots:  Beech Glen Precinct: Motion (DS, JW)to approve five CIV Absentee Ballots. The motion passed Ebbs Chapel Precinct: Motion (DS,JW)t to approve five CIV Absentee Ballot. The motion passed Grapevine Precinct: Motion (DS, JW) to approve six CIV Absentee Ballots. The motion passed Hot Springs Precinct: Motion (DS, JW) to approve three CIV Absentee Ballot. The motion Laurel Precinct: Motion (DS, JW) to approve two CIV Absentee Ballots. The motion passed Mars Hill Precinct: Motion (DS, JW) to approve six CIV Absentee Ballots. The motion passed North Marshall Precinct: Motion (DS, JW) to approve six CIV Absentee Ballots. Provisional Ballot Approval/Denial for November 17, 2022 Meeting: The Board reviewed a total of ninety-two provisional applications.  The board approved (DS, JW) fifty-four provisional applications. Approval of applications were The Board denied (DS, JW) thirty-eight applications. Denial of applications were unanimously  unanimous by the board (3-0). approved by the board (3-0).  BALLOT DUPLICATION  Member Smathers marked the ballots while member Wallin called the contests for duplication purposes.  Motion (DS, JW) to recess until 2:00 p.m. for lunch. The motion passed (3-0). Board members verified the public count of forty-three for the Supplemental Absentee DS200 tabulator and the public count of fifty-four for the Provisional DS200 tabulator. Voted ballots were sealed and secured for storage. The board closed the DS200 tabulators, and the director imported and uploaded the supplemental  and provisional results. Sluder's filed protest. Preliminary Consideration for School Board Chair Candidate Melissa  Motion (DS, BB) to accept and consider protest filed by School Board Chair Candidate Mellissa  The board discussed and considered Ms. Sluder's protest.  Motion (DS, BB) to dismiss the protest due to a lack of evidence provided by the protestor. The  motion passed (4-0). Motion (BB, DS) to accept and consider protest filed by School Board District Two Candidate Mellissa  Sluder. The motion passed (4-0).  The board discussed and considered Ms. Olnhausen's protest.  Motion (BB, DS) to dismiss the protest due to a lack of evidence provided by the protestor. The Motion (DS, BB) to allow the chair to sign the orders for each protest heard this day.
