MADISON COUNTY BOARD OF ELECTIONS Board of Elections Conference Room  ABSENTEE SESSION February 23, 2016 9:00 AM  MINUTES CALL TO ORDER  Chair Dyatt Smathers called the meeting of the Madison County Board of Elections to order at 9:14 a.m. at the Madison County Administrative Offices Building Board of Elections Office. In attendance were Jerry Wallin, Member; Kathy Ray, Director; Jacob Ray; Office. Assistant; and' Wade Gahagan, Elections Specialist. The meeting was recessed pending the arrival of Secretary Lewis. Chair Smathers reconvened the meeting at 9:23 a.m. Ray Lewis, Secretary joined the meeting at this  time. AGENDA  Moved, Seconded (RL, JW) and Carried (3,0) to set the agenda.  CHAIR'S REPORT  Chair Smathers reported on the February 220d Commissioner's Meeting. The Chair provided the Commissioners with information regarding the 2015-2016 budget and the likelihood of a request for additional funding for the June 7" Congressional Primary, Photo IDi implementation, House Bill 2 and its impact on Primary Elections, Emergency Planning for polling sites, Primary ballot contests and candidates, elections staff trainings, and voter participation during the 2nd Primary Election of July 17,  2012. NEW BUSINESS applications.  Moved, Seconded (RL, JW) and Carried (3,0) to approve 5 civilian and 2 OVR absentee ballot Moved, Seconded (RL, JW) and Carried (3,0) to approve the Logic & Accuracy Media Vacancies exist for poll workers at the Hot Springs, South Marshall, Ebbs Chapel, and' Walnut Moved, Seconded (RL, JW) and Carried (3,0) to approve the recommendation of Republican Moved, Seconded (RL, JW) and Carried (3,0) to approve the recommendation of Republican Moved, Seconded (RL, JW) and Carried (3,0) to approve the transfer of Republican Poll Worker Assistant Kay Kent from the Beech Glen Precinct to the Sandy Mush Precinct.  spreadsheet as presented.
