MADISON COUNTY BOARD OF ELECTIONS Board of Elections Conference Room  ABSENTEE SESSION/ REGULARLY SECHEDULED MONTHLY MEETING  October 18, 2022 2:00 P.M.  MINUTES CALL TO ORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order at 2:00 p.m. In attendance were Jerry Wallin, Chair; Ray Lewis, Secretary; Member Smathers; Member; Sandra Tolley (via telephone); Member Brian Ball (via telephone); Jacob Ray, Director; and one member of  the public. Members Reports: Director's Report:  No members report provided by the board.  Director provided an update on the Addison Farms Vineyard cleaning services. Jessie West has agreed to provide cleaning services for Addison Farms Vineyard. Discussion ensued about sign placement for early voting locations. Board members made plans to place "vote here" signage prior to the opening of  Early Voting.  Preparatory Steps to Count Ballots:  The voting equipment was reconciled with the chain of custody. DS200 zero tape was reviewed and signed by board members. Board members verified public count of zero.  NEW BUSINESS  Absentee Ballots' Approval for October 18, 2022, Meeting:  Civilian (CIV) Ballots:  Motion to (DS, RL) to approve seven Beech Glen Civilian Absentee Ballots, two Grapevine Civilian Absentee Ballots and, one North Marshall Absentee Ballot presented to the board. The motion passed  (4-0).  BALLOT DUPLICATION  Member Smathers completed the ballot duplication for one overseas ballot and ballots that were  rejected for being unreadable while other board members observed.  Page 1of2    PREPARATORY STEPS TO SECURE COUNTED BALLOTS Ballots were removed from the DS200 and sealed in a secure pack for storage. Duplicated ballots were sealed in a separate secure pack for storage.  The board recorded the ending ballot count of thirty-eight ballots and sealed the machine for storage.  Other Matters:  Motion (DS, JW) to approve the poll worker list as presented. The motion passed (4-0).  Member Smathers noted for the record that the board was aware that one-stop worker Bobby Ray is a  near relative to the director.
