Madison County Board ofl Elections Absentee Meeting Minutes November 12, 2020  Thel Madison County Board of Elections met on' Thursday, November 12, 2020. In: attendance: Jerry Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley, Member; Brian Ball, Member; Kathy Ray, Director; Jacob Ray; Deputy Director; and two members of the public.  Call to Order:  Chair Wallin called the meeting to order at 9:00 a.m.  Supplemental BallotApproval:  There were no additional supplemental absentee ballots to approve. Thel DS200 machine chain of custody was reconciled; and thel ballots were tabulated, removed, and sealed fors storage. Supplemental absentee results were uploaded to the State Board of Elections. PrepatatonysepApow. and Count Provisional Ballots:  The voting equipment was prepared and a: zero tape was produced for Board verification and the  provisional ballot count. Provisional Ballots Approval:  The Board ofl Elections reviewed a total of 108 provisional ballot applications from the one: stop: and Three (3) provisional ballot applications and voted ballots were: received from the Hot Springs Precinct on Election Day. The applications were: stored separated from the ballots with no way to match the applications to the corresponding ballots. Two of the applications met criteria for approval, and one (1) did not. State Board of Elections guidance was to approve all three (3) Motion, Seconded (DS, BB) and Carried (5,0) to approve the three (3) provisional ballot applications from the Hot Springs Precinct with corresponding incidentreport. The Board reviewed provisional applications individually that were recommended fora approval Motion, Seconded (DS, BB) and Carried (5,0) to approve 38 provisional ballot applications. Thel Board reviewed the remaining provisional applications individually that were recommended  precinct sites.  applications sO none oft the three (3) voters would be disenfranchised.  according to the research.  Three (3) were partially counted ballots. for denial according to the research. Motion, Seconded (DS,JW) and Carried (5,0) to go into closed session to duplicate 16  provisional ballots.  Motion, Seconded (DS, RL) and Carried (5,0) to return to open session.  Motion, Seconded (DS, BB) and Carried (5,0) to approve one (1) one: stop provisional  application.  The duplicated provisional ballot log was created and sealed for storage.  Thej provisional ballots were tabulated and the results were uploaded to the State Board of The Board recorded the ending ballot count of4 42 provisional ballots and sealed thel DS200  Elections. tabulator. Other Matters:  Thel Directorinformed the Board that $17,500.00 has been deposited in the county's account and can be used for COVID hazard pay and the Election Day poll worker bonus pay.
