MADISON COUNTY BOARD OF ELECTIONS Board of Elections Conference Room  ABSENTEE SESSION March 12, 2020 9:00 AM  MINUTES CALL TOORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order at 5:00F P.M. In attendance were: Jerry' Wallin, Chair; Ray Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley, Member; Brian Ball, Member; Kathy Ray, Director; and' Wade Gahagan, Deputy Director. Moved, Seconded (DS, JW) and Carried (5,0) to add a closed personnel session after Citizen  Comments.  Moved, Seconded (BB, DS) and Carried (5,0) to approve the agenda.  Moved, Seconded (DS, BB) and Carried (5,0) to approve the March 2 and 3, 2020 minutes.  NEW BUSINESS  Moved, Seconded (BB, DS) and Carried (5,0) to approve 1 overseas absentee application. Moved, Seconded (JW, RL) and Carried (5,0) to approve 19 civilian absentee applications. Moved, Seconded (DS, JW) and Carried (5,0) to approve 2 military absentee applications. Moved, Seconded (DS, RL) and Carried (5,0) to deny 6 civilian absentee applications.  Two absentee ballots were duplicated (one damaged and one overseas).  Twenty-two (22) absentee ballots were scanned into the tabulator for a total of 71 tabulated absentee Moved, Seconded (BB, DS) and Carried (5,0) to approve 11 provisional ballot applications. Moved, Seconded (DS, BB) and Carried (5,0) to go into a closed session for personnel Moved, Seconded (DS, JW) and Carried (5,0) to approve and duplicate 11 provisional ballots Moved, Seconded (DS, BB) and Carried (5,0) to partially count 10 provisional ballots. Moved, Seconded (DS, RL) and Carried (5,0) to deny 21 provisional ballot applications.
