Madison County Board of] Elections Meeting Minutes November5 5,2018 The Madison County Board ofE Elections met on Monday, November 5, 2018 at 5:00 p.m. in the Board of Elections Conference Room. In attendance: Dyatt Smathers, Chair; Sandra Tolley, Vice Chair; Ray Lewis, Secretary; Jerry Wallin, Member; Wade Gahagan, Deputy Director; and Kathy Ray, Director. Call to Order Chair Smathers called the meeting to order at 5:00 p.m. Moved, Seconded (JW, RL) and Carried (4,0) to set the agenda. Agenda Moved, Seconded (ST, RL) and Carried (4,0) to approve the October 23, 2018 minutes. Minutes Moved, Seconded (RL,JW) and Carried (4,0) to approve the October 30, 2018 minutes. Chair's and Members' Reports Chair Smathers commented that the closing down oft the one stop sites was smooth and, and the one stop Secretary Lewis reported that he had visited all sites several times and found all tol be moving along staff was superb. without al hitch. The one stop staffi is to be commended. Member Wallin and Vice Chair Tolley concurred that the sites ran smoothly. Director's Report The staff and voters were incredible and cooperative. Discussion ensued regarding the temporary location (former Emergency Management Building) of the Board of Elections. The Director expressed the need for climate control and storage space for voting equipment and fireproof cabinets for election materials and documents. Approval of Absentee Applications The Board reviewed the civilian absentee ballot applications presented for approval. Moved, Seconded (RL,JW) and Carried (4,0) to approve 50 CIVILIAN absentee applications. The Board reviewed the one-stop absentee ballot applications presented for approval. Moved, Seconded (JW, RL) and Carried (4,0) to approve 2,054 ONE-STOP absentee applications. Regular Session Minutes 11/05/2018 Page 1of2 The Board reviewed the UOCAVA ballot applications presented for approval. Moved, Seconded (RL,JW) and Carried (4,0) to approve 41 UOCAVA absentee applications. The Board reviewed the absentee ballot applications presented as spoiled and reissued. Moved, Seconded (RL, ST) and Carried (4,0) to spoil3C CIVILIAN absentee applications. The Director shared the training equipment (1 iVotronic) and related Personal Electronic Ballot (PEB) The Director ran DS200 zero tapes for absentee mail-in (Machine A) and curbside ballots (Machine B). serial numbers with the board. The Board tabulated 129 absentee mail-in ballots. Moved, Seconded (RL, JW) and Carried (4,0) to go into closed session for ballot duplication. The Board tabulated 47 ONE-STOP curbside ballots. The Board returned to closed session for ballot duplication. Board members decided the delivery schedule oft the Certified Lists of Absentee Voters to each precinct on Election Day.
