Madison County Board of Elections  Meeting Minutes = Provisiona/Monthly Meeting  November 16, 2023  The Madison County Board of Elections held a special meeting on Thursday November 16, 2023, at Suite E, Room 16, 5707 US 25-70 Hwy, Marshall, 28753. In attendance:: Jerry' Wallin, Chair; Dyatt Smathers, Secretary; Brian Ball Member;  Ray Lewis Member; Debbie Ponder, Member; Jacob Ray, Director; and one member of the public.  Call to Order:  Chair Wallin called the meeting to order at 3:00 p.m.  Agenda:  Motion (DP, DS) to approve the agenda as presented. New Business:  Provisional Ballot Approval/Denial for November 16, 2023 Meeting: The Board reviewed a total of eight provisional applications:  Motion (DS, JW) to deny two provisional applications based on staff recommendations that these two provisional voters did not reside within the municipality limits. The Motion passed unanimously (5-0). Motion (DS, RL) to deny six provisional applications based on staff recommendations that four of provisional applications had no record of registration and two provisional applications had been  previously removed/denied. The Motion passed unanimously (5-0).    Motion (DS, RL) to allow the Director to conduct manual edits based on the counting of write-in ballots. The  Motion passed unanimously (5-0).  The board reviewed three early voting plans and discussed each plan.  Motion (DS, BB) to approve the following 2024 Primary Election early voting plan. The Motion passed  unanimously (5-0.)
