Madison County Board of Elections  Meeting Minutes  Supplemental Absentee Board Meeting/Regular Session =  May 17, 2018  The Madison County Board of Elections met on Thursday, May 17,2018 ini the Board of Elections Conference Room, Room 16. In attendance were: Jerry Wallin, Chair; Dyatt Smathers, Vice-Chair; Sandra Tolley, Secretary; Ray Lewis, Board Member; Kathy Ray, Director; and Donald Wade Gahagan II, Deputy Director; and four (4) members oft thej public.  Call to Order:  Chair Wallin called the meeting to order at 3:00 p.m.  Setting the Agenda:  Member Lewis made ai motion: To approve the agenda with the addition of "Personnel Discussion - Payroll" under "Other Matters. " Chair Wallin seconded, and the motion carried  unanimously. Approval of Minutes:  Vice-Chair Smathers made ai motion: To approve the May ", 2018 minutes as presented. Vice-Chair Smathers made a motion: To approve the May 8", 2018 minutes as presented.  Member Lewis seconded, and the motion carried unanimously. Secretary Tolley seconded, and the motion carried unanimously.  Supplemental Absentee Session:  Deputy Director Gahagan presented the board with twenty-one (21)provisional applications. Vice-Chair Smathers made a motion: To approve and fully count six (6) provisional applications with the reason Incorrect Precinct. Secretary Tolley seconded, and the motion Vice-Chair Smathers made a motion: To not approve the provisional application of Camilo Guiterrez. Sorian. Chair Wallin seconded, and the motion carried unanimously.  carried unanimously. Vice-Chair Smathers made a motion: To approve and fully count the provisional application of Charles Kinsey, Member Lewis seconded, and the motion carried unanimously. Vice-Chair Smathers made a motion: To not approve the provisional application of Indigo Rain Hollister. Chair Wallin seconded, and the motion carried unanimously. Vice-Chair Smathers made ai motion: To not approve the provisional application ofl Richard Swirski. Chair Wallin seconded, and the motion carried unanimously. Vice-Chair Smathers made ai motion: To approve and fully count six (6) provisional applications with the reason Unreported. Move. Chair Wallin seconded, and the motion carried unanimously. Vice-Chair Smathers made a motion: To approve and fully count the provisional application of Gwen Alesa Moore. Member Lewis seconded, and the motion carried unanimously. Regular Session:  Vice-Chair Smathers called the regular session to order at 4:20 p.m. Chair Wallin left at the  conclusion of the Supplemental Absentee Session.  Member Report: 2018 Statewide Primary. Director's Report: ofvoting equipment. Other Matters:  Member Lewis congratulated the staff and poll workers on the successful conduct of the May 8,  The Director presented the board with the ES&S quote and contract for thej purchase and rental  Member Lewis made a motion: Toj financially reimburse the Deputy Director for the 138.28 accrued compensatory hours. Secretary Tolley seconded, and the motion carried 3-0. Chair  Wallin was absent for the vote. Citizen Comments:  A citizen asked the board about any recorded incidents at the polling sites.  A citizen complimented the board staff and county maintenance department in their efforts to  prepare the Sandy Mush precinct site.  Announcements: Adjournment:  County Canvass Meeting: Friday, May 18, 2018 at 11:00am.  With no further business, Member Lewis made a motion: To adjourn the meeting. Secretary Tolley seconded, and the motion passed 3-0. Chair Wallin was absent for the vote.
