Madison County Board ofl Elections Meeting Minutes - Special Session Personnel /Budget November 30, 2020 The Madison County Board of Elections met on Monday, November 30, 2020 at Beech Glen Community Center Gymnasium, 2936 Beech Glen Road, Mars Hill, NC 28754. In attendance: Jerry Wallin, Chair; Rayl Lewis, Secretary; Dyatt Smathers, Member; Sandra' Tolley, Member; Brian Ball, Member; and Kathy Ray, Director. Call to Order: Chair Wallin called the meeting to order at 12:30 p.m. and established the) purpose fort the meeting to discuss Cares Acta and HAVA funding as related tos staff bonuses and compensation. The Director provided information regarding the Cares Act and HAVA: subgrant awards, the categories the awarded funds were broken down into, the allowable expenditures for each grant, and the COVID related expenditures the county hasi incurred through the second primary and general elections. She requested the Board givel her additional time to work through thej proper submission oft the expenditures to the State Board of Elections for county reimbursement with the county finance officer before making any decisions related to: staff bonuses and/or other compensation. She will prepare areportaccordingly and forward it to the Board of Elections. The Board requested the report be prepared and emailed to the members in advance of the regularly scheduled meeting on December 16, 2020 at: 3:00 p.m. The Board scheduled a work: session for December 16, 2020 at 2:00 p.m. Motion,S Seconded (DS, Jw) and Carried (5,0) to adjourn at 12:50 p.m. Minutes Appfove-gecember 16, 2020.
