In: attendance: Jerry' Wallin, Chair; Rayl Lewis, Secretary; Dyatt Smathers, Member; Sandra Tolley, Member; Kathy Ray, Director; Wade Gahagan, Deputy Director; and Brian  Ball, Member participated by telephone.  CalltoOrder: Agenda:  Chair Wallin called the meeting to order at 3:00 p.m.  Motion, Seconded (DS, RL) and Carried (5,0) to approve the amended agenda to add Precinct  Official Appointments to Other Matters.  Minutes:  Motion, Seconded (DS, RL) and Carried (5,0) to approve the October 4, November 15, and  December 4, 2019 meeting minutes. Board Member Reports:  Chair Wallin commented that Voter Photo ID will not be required during the March 3, 2020 primary election. He finalized his report with an update on the Sandy Mush Precinct Building  improvements. Director's Report:  Thel Director provided and update on thel November and December, 20191 budget reports. A discussion ensued regarding the current budget and the need to request additional funds from the Moved,Seconded (DS,] Jw) and Carried (5,0) to request additional funds as presented by the  commissioners.  Director with the exception of thel ExpressVote Ballot Markers. Other Matters:  Moved, Seconded @W, DS) and Carried (5,0) to accept the resignations of Ebbs Chapel Precinct Chief) Judge Rebecca Hamlin, Democratic Judge Deanna Ponder, Grapevine Precinct Chief) Judge Beverly Bruce, and Hot Springs Democratic Judge) Jewell Hensley and approve the appointments of Ebbs Chapel Precinct Chief) Judge Deannal Ponder, Ebbs Chapel Precinct Democratic) Judge Maranda Plummer, Grapevine Precinct Chief Judge Betty Dean Benfield, Moved, Seconded (DS, BB) and Carried (5,0) to move the regularly scheduled meeting for  and Hot Springs Precinct Democratic Judge Jacobl Ray.
