Madison County Board ofElections  Meeting Minutes - Special Session November 3, 2020 General Election Recount North Carolina Supreme Court Justice Seat 01  November 20 and 23, 2020  The Madison County Board of Elections met on Friday, November 20 and Monday, November 23, 2020 at the Beech Glen Community Center Gymnasium, 2936 Beech Glen Road, Mars Hill, NC: 28754 to conduct a recount of the North Carolina Supreme Court) justice Seat 01 Contest. All Board Members and the Director of Elections maintained the required presence ata all times during the  recount. Present during the recount session were:  Recount Team Members: Theresa Banks (Dem), Dennis McMahan (Rep), Jacob Ray (Dem), Dennis Capps (Rep), Dean Benfield (Dem), Gloria Sundquist (Rep), David Goforth (Dem), Board. Members: Jerry' Wallin (Dem), Chair; Ray Lewis (Rep), Secretary; Brian Ball (Dem), Member; Dyatt Smathers (Rep), Member; and Sandra' Tolley (Dem), Member;  Rosalyn Moran (Rep), Peggy McConnell (Dem), and Fay Ball (Rep);  Director of Elections: Kathy Ray (Dem);  Runners and Office Assistants: Stephen McConnell (UNA)and Doris Capps (UNA); and  Public/Political Party Observers: Elizabeth Tilley and Jim Gregory.  Chair Wallin called the recount session to order at 8:30 a.m. Thel Director provided all present with copies of State Board of Elections Numbered Memo 2020-31 Statewide Recount and voting equipment opening and closing oft the polls procedures, conducted a shortt training session accordingly, and administered the oath to the recount team members. The recount teams' work of counting, tabulating, and reconciling the results concluded at 1:00 p.m. on Monday, November 23, 2020. Discussion ensued regarding the need fora a recess for the Director to prepare the necessary Motion, Seconded OW, RL) and Carried (4,0) to recess the meeting and reconvene at 4:00 p.m. at the Board of Elections Office located at 140 Elizabeth Lane, Marshall, NC: 28753. Motion, Seconded (JW, DS) and Carried (5,0) to reconvene the recessed reçcount session at  documents for Board approval, signatures, and reporting purposes.  4:00 p.m. at the Board of Elections Office. Recount of County Canvass Abstract Cover Sheet with notarial seal and signatures;  Motion, Seconded (BB, DS) and Carried (5,0) to certify the November 20, 2020 General Election Recount results for the North Carolina Supreme Court. Justice Seat 01 Contest. Signed documents and results were uploaded to the State Board of Elections.
