MADISON COUNTY BOARD OF ELECTIONS Board of Elections Conference Room  ABSENTEE SESSION March 21, 2016 9:00 AM  MINUTES CALL TOORDER  Chair Dyatt Smathers called the meeting of the Madison County Board of Elections to order at 9:00 AM at the Madison County Administrative Offices Building Board of Elections Office. In attendance were Dyatt Smathers, Chair; Ray Lewis, Secretary; Jerry Wallin, Member; Kathy Ray, Director; Donald Wade Gahagan I, Elections Specialist; and 3 members oft the public.  AGENDA  Moved, Seconded (RL, JW) and Carried (3,0) to set the agenda.  ABSENTEE MAIL INE BALLOTS  The Director reminded the Board that 2 civilian and 1 overseas supplemental absentee ballots were approved on Election Day, March 15!h, and must be entered manually into the Unity Election  Reporting software. 16"h.  The Board was presented one spoiled absentee civilian ballot that displayed a late postmark of March  The Board was presented 10 civilian supplemental absentee ballots for approval.  Moved, Seconded (RL, JW) and Carried (3,0) to approve 6 civilian supplemental absentee Moved, Seconded (RL, JW) and Carried (3,0) to approve 1 civilian supplemental absentee ballot. Husband and wife were witnesses and share the same residential address. The address was Moved, Seconded (RL, JW) and Carried (3,0) to approve 2 civilian supplemental absentee ballots. The three witnesses signed oni the first block and provided the address on the second. The voter provided all the necessary information (last four of social security number and date of birth) for a reasonable impediment declaration but the appropriate forms were not generated Moved, Seconded (JW, RL) and Carried (3,0) to approve 1 reasonable impediment provisional application. The voter provided a copy of his vehicle registration card to the Board of Elections prior Moved, Seconded (JW, RL) and Carried (3,0) to reject an 17 year old voter that pre-registered prior to the opening of the 17 year old registration window. She did not re-register as instructed by the Board of Elections. Chair Smathers remarked that the US Citizenship checkbox on the provisional application was unmarked. Elections Specialist informed the Board regarding the US Citizenship checkbox in the OVRD software. OVRD operators must check the box for an "add new" provisional or the system will automatically default to "no", meaning not a US citizen. The Elections Specialist opined that the unmarked checkbox was likely due to a data entry error. Moved, Seconded (RL, JW) and Carried (3,0) to reject one provisional application in which the voter was not registered to vote, and that indicated no party but the voter was issued a Moved, Seconded (RL, JW) and Carried (3,0) to retrieve the unaffiliated coded ballot of one one-stop voter and approve the provisional application and partisan ballot. The voter chose not to execute a ballot. Moved, Seconded (RL, JW) and Carried (3,0) to approve 25 provisional applications. Moved, Seconded (RL, JW) and Carried (3,0) to approve the partial counting of 4 provisional Moved, Seconded (RL, JW) and Carried (3,0) to table the approval of the partial counting of3 provisional ballots where voters requested an incorrect party ballot. The only contests the Moved, Seconded (RL, JW) and Carried (3,0) to reject 48 provisional ballot applications. The Elections Specialist presented one unidentified curbside ballot that was contained within a provisional ballot container. The SBOE advised the Board to move to open the ballot container to see ift there was anything within to identify the ballot.
