Madison County Board of Elections Meeting Minutes - Regular Session August 3rd, 2022 The Madison County Board of Elections held their regularly scheduled meeting on Wednesday, August 3rd, 2022, at Suite E, Room 16, 5707 US 25-70 Hwy, Marshall, 28753. In attendance: Ray Lewis, Secretary; Dyatt Smathers, Member; Brian Ball, Member; Sandra Tolley Member (Via Telephone); Jacob Ray, Director; and Elizabeth Madorin, Deputy Director. Call to Order: Secretary Lewis called the meeting to order at 3:00 p.m. Agenda: Motion (DS, BB) to approve the agenda as presented the motion passed (4-0). Minutes: Motion (BB, DS) to approve. July 20, 2022 meeting minutes and the motion passed (4-0). Members' Report: Member Smathers reported on the Green Party petition to be recognized. Member Smathers reported on research that he conducted on voter registration for active felons. Beginning July 27, 2022, an individual serving a felony sentence who isr noti inj jail or prison may register to vote and vote. Member Smathers commented on rulemaking public comment inquiry byt the State Board of Elections on proposed Amended 08 NCAC10B.0101 Task and Duties of Precinct Officials at Member Brian Ball commented on an article forwarded by the director. The article covers increased threats to the Board Member Tolleyt thanked the director for registering the board for the upcoming State Conference.
