MINUTES CALLTOORDER  Chair Wallin called the meeting of the Madison County Board of Elections to order at 2:00 p.m. In attendance were Jerry' Wallin, Chair; Ray Lewis, Secretary (via telephone); Member Dyatt Smathers; Member; Sandra Tolley (via telephone); Member Brian Ball; Jacob Ray, Director; and one member of  the public. Agenda:  Motion (DS, BB) to approve the agenda as presented. The motion passed (5-0),  Minutes Approval: (5-0).  Motion (DS, RL) to approve October 18, 2022, Absentee Minutes as presented. The motion passed  Members Reports:  Member Smathers relayed the positive response he has received from the public about the Madison Chair Wallin reported to the Board that the Director of Madison A-B Tech is pleased with how one-  A-B tech location and parking availability. stop site operations have been going on campus.  Director's Report:  The Director reported on a voter who was disgruntled by not having to show photo I.D. The Director provided the Board with a written account of the incident. No further action by the board is needed at  this time. The board will review the incident report on Canvass.  Preparatory Steps to Count Ballots:  The voting equipment was reconciled with the chain of custody. Board members verified the public count of thirty-eight.  Page 10 of3    NEW BUSINESS  Absentee Ballots' Approval for October 25, 2022, Meeting:  Civilian (CIV) Ballots:  Beech Glen Precinct: Motion (BB, DS) to approve seven CIV Absentee Ballots. The motion Ebbs Chapel Precinct: Motion (BB, DS)toapprove one CIV Absentee Ballot. The motion passed Grapevine Precinct: Motion (BB, DS) to approve three CIV Absentee Ballots. The motion Mars Hill Precinct: Motion (BB, DS) to approve seven CIV Absentee Ballots. The motion passed Motion (DS, BB) to amend the number of approved Mars Hill CIV Absentee Ballots by North Marshall Precinct: Motion (BB, DS) to approve seven CIV Absentee Ballots. The motion Sandy Mush Precinct: Motion (BB, DS) to approve one CIV Absentee Ballot. The motion passed South Marshall Precinct: Motion (BB, DS) to approve one CIV Absentee Ballot. The motion Spring Creek Precinct: Motion (BB, DS) to approve six CIV Absentee Ballots. The motion Walnut Precinct: Motion (BB, DS) to approve one CIV Absentee Ballot. The motion passed Motion (BB, DS) to approve two UOCAVA OVR Absentee Ballots. The motion passed (5-0.) Motion (DS, BB) to amend the number of approved UOCAVA OVR Absentee Ballots by  passed (5-0). One-Stop Ballots:  Motion (DS, JW) to approve One Thousand Two Hundred Sixty One-Stop Ballots.  BALLOT DUPLICATION  Member Ball completed the ballot duplication for one overseas ballot and ballots that were rejected for being unreadable. The other board members observed Member Ball complete the ballot duplication  process.  PREPARATORY STEPS TO SECURE COUNTED BALLOTS Ballots were removed from the DS200 and sealed in a secure pack for storage. Duplicated ballots were sealed in a separate secure pack for storage.  The board recorded the ending ballot count of seventy-three ballots and sealed the machine for storage.  Page 2 of3    Other Matters: passed (5-0.)  Motion to approve Bobby Ray as a Democrat Assistant in the South Marshall Precinct. The motion  Public Comment:  A member oft the public complimented the Board on their thorough. Absentee Board Meeting procedures  and inquired about the voter challenge process.  Executive Session:  Motion (DS, JW) to enter executive session. The motion passed (5-0.)
