Public comment is limited to three (3) minutes per individual. Speakers are required to sign in at the podium and are required to adhere to Town Policy #51 Titled: "Policy Governing Comments from the Public at Town Meetings". However, please note that this regular meeting is being conducted under an adopted March 30, 2020 State of Emergency Ordinance resulting from thei issued NC Governor's. Executive Order 121 and revised Executive Oder 151 dated July 16,2020. Therefore, at this time "in-person' 4 attendance will be allowed but limited due to social distancing restrictions. NEW BUSINESS ITEM 5. APPROVAL OF FACILITY NAMING RIGHTS APPLICATION FOR TROUTMAN ESC Town Manager Wyatt presented the Parks and! Recreation Committee'srecommendation to name the Troutman ESC Park Baseball Complex "The Comer and Friends Complex", (nominated by Emily Watson, Parks & Rec. Director). He stated that Ms. Comer has been very instrumental in making the Park a reality coordinating fundraisers, getting volunteers, and providing out of pocket funding for a facility that is near and dear to her heart. Manager Wyatt commented although very deserving of the nomination Ms. Comer was humbled and would not accept the nomination without crediting her many friends/volunteers that that helped make the Park Mayor Young agreed with the nomination commenting that Ms. Comer has done outstanding work over the years and is thrilled that the facility is being named after her. He commented that her humility shows as it always has, from her dedication and resources she has provided. APPROVED REAPPOINTMENT OF KENNY OVERCASH AS INSIDE MEMBER TO THE TOWN OF TROUTMAN BOARD OF ADJUSTMENT FOR A THREE YEAR TERM, (Term expiring Town Manager Wyatt stated that Mr. Overcash has served on1 the Board of Adjustment for many years and isa valued member. He advised Council that the Board of Adjustment is getting ready to have a formal training session via Zoom and invited Council to attend as a refresher. ELECTED OFFICIALS/STAFF REPORTS AND COMMENTS Town Council and Mayor Councilmember Felina Harris Commented citizens are excited regarding continued discussion of the Talley Street project. Town Manager Wyatt commented that Interim Planner Jonathan Wells is in the process ofre-submitting the paperwork and the Town is working with Senator Vickie Sawyer regarding the project. Councilmember George Harris Commented that he has received both ofhis COVID vaccines and encouraged everyone to do the same. Recognized Town Manager Wyatt for taking the Town employees out for lunch at Pellegrino's for Employee Appreciation Day, and thanked him for promptly handling a citizen complaint. Councimember Eddie Nau Recognized and thanked Troutman Fire. Department: forassisting Statesville Firel Department on Tuesday with a very large and dangerous fire (Hwy 21 in Statesville) and for their hard work and service they provide the Town of Troutman. Mayor Young commented that it is extremely important to provide mutual aid and expressed how important the Troutman Fire Department is to our community. Town Manager Wyatt stated that he: stopped at the scene ofthe fire yesterday morning and received thanks and appreciation from Statesville Firel Department for checkingi in. Manager Wyatt advised that Statesville's fire truck received over $300,000 of damage at the fire and hel has received word that one ofTroutman's trucks received minor damage but iti is yet tol be confirmed. 31 Councilmember Paul Henkel Voiced discemment regarding a Social Media post following Council's Annual Planning Retreat in reference to utilities, upgrades and preparing for the growth that is coming stating people should not be critical. He commented that Council workshard to do good for the Town and plan for growth, but people do not appreciate it. He invited people to come to Council meetings and asked questions instead of posting knee jerk reactions. Mayor Young commented that people who use Social Medial use it for an opportunity to criticize. He encouraged people to geti involved by volunteering or attending meetings if they have concerns and/or issues. Councilmember Sally Williams Commented that 1 year ago measures were put inj place for COVID-19.
