This project will pulverize the existing streets asphalt and repave with new. Two bids were received; Central Washington Asphalt for $222,000 and Central Paving for $234,460. Both are below engineers estimate. Director Sangster advised that this is our first project utilizing the Transportation Benefit District funds. Contractor would like to begin next Monday. Motion to approve and accept bid from Central Washington Asphalt for reconstruction of SthSE, 6th SE and Hilltop for $222,000.00 and authorize Administration to execute contract pending legal counsel approval. Written notification was received on June 8, 2021 SO Motion to approve and extend the Lease Agreement with Ephrata Consolidated Food Bank per original Lease Agreement dated November 1, 2001. Mr. Coe has developed a power point on the history of Ephrata and has presented this to our 2nd graders over the last 4 years. He also provided copies of the power point tot the principal at Columbia Ridge, sO all our second graders could learn about the history of Ephrata. This year of course was more difficult with the COVID regulations sol I wasn't: sure ifl Mr. Coe would be able toj present. He was SO encouraging and said he was sure we could work something out. Mr Coe collaborated with our second grade staff and school nurse to make sure the presentation would be safely implemented at the ERCI building. He even provided a sanitizer station at the door of the ERC and after collaborating with our staff was able toj project the presentation to our distant learners. Mr. Coe went above and beyond to provide our children with al history lesson that is a part of their social studies state requirements. We are lucky tol havel him serving our community. The water system has low pressure int the eastern portion ofthe City. Additionally, both the City's approved 2012 and draft 2021 Water System Plan forecast aj potential shortage ofwell capacity and reservoir storage for the 20-year planning period. Gray & Osborne is currently under contract with the City for the New Reservoir and Well Analysis study that will analyze pressure Zone 1 with the potential to split the: zonei into two pressure zones with the creation ofat new pressure Zone 5. Zone 1 currently encompasses the entire system east of the' West Canal. Preliminarily, pressure Zone 5i is expected to include areas east ofthe railroad tracks and will be at al higher elevation and pressure than the existing pressure Zone 1. The study will provide recommendations to establish pressure Zone 5, including the location and size ofai new Reservoir No. 6,a new Well No. 11, water rights requirements or transfers, water main improvements, PRV (pressure reducing valve) station requirements, location of a new booster station, abandonment of Well No. 6, and adding backup power to existing wells. The creation of pressure Zone 5 willl help meet projected demand due to growth int the northeast and southeast portions oft the City. Once the study is completed, the City intends to begin engineering design for the projects. Public Works' Trust Fund The Public Works Trust Fund (PWTF)isar revolving loan fund administered by the Public Works Board thati is designed tol help local governments finance public works projects through low-interest loans. The PWTF offers both Pre-Construction: and Construction Loans. The Pre-Construction Loan offers local governments up to $1,000,000 in design funds. The repayment period for the Pre-Construction Loan is5 years, but this can be converted to a 20 year repayment if the City can show proof ofp providing 30% of construction funding. The City of Ephrata is planning to apply for al Pre-Construction Loan to cover design costs for the proposed improvements. Table 1 provides a description oft the projects that are anticipated to be required for the creation ofar new pressure Zone 5. These projects are being further developed in the current New Reservoir and Well. Analysis project. Table 1 includes the PWTF funding request of $979,000 for design ofailt thej proposed improvements. Timeline The City is interested in improving the pressure int the east area of the City as soon as possible. Gray & Osborne is currently working on the New Reservoir and Well Analysis pre-design effort to determine the location, sizes, and costs of proposed improvements for the creation ofar new Pressure Zone 5. The application deadline for thel PWTF loan is July 9, 2021. Thel Public Works Board will award the Pre- Construction Loans on August 6, 2021, and the City can begin accruing design costs at that time. The City intends to phase the construction projects. The AGENCY shall submit periodic reports as required by the MUNICIPALITY, which shall include, but not be limited to, a fiscal year revenue and expenditure report, III. INDEMNIFICATION/HOLD HARMLESS All services to be rendered or performed under this Agreement shall be performed or rendered entirely at the AGENCY'S own risk and the AGENCY expressly agrees to indemnify and hold harmless the MUNICIPALITY and all of its officers, agents, employees, or otherwise, from any and all liability, loss, or damage that them may suffer as a result of claims, demands, actions, or damages to any and all persons or property, costs or judgments against the MUNICIPALITY which result form, arise out of, or are ina any way connected with the services to be performed by the AGENCY under this Agreement. TERMINATION XI. If the AGENCY fails to comply with the terms and conditions of the Agreement, the MUNICIPALITY may pursue such remedies as are legally available including, but not limited to, the suspension or termination ofthis Agreement. XII. ENTIRE AGREEMENT The parties agree that this Agreement is the complete expression of the terms hereto and any oral representatives or understandings not incorporated herein are excluded. Further, any modification oft this Agreement shall bei in writing and signed by both parties.
