Financially, the City ended the year very strong. Overall, the revenues were 100% of budget and expenses were 14% below budget. Director Trachsler reviewed the highlights. Sales tax collections were 26% over budget Utility tax was 5% over Building Permits/Plan Review Fees were 28% over budget Recreation program fees were 36% below budget ERC Re-roof project went well and looks great Fuel tax has taken a 11% drop in the last three years Transportation sales tax was 25% more than 2020 and 62% over budget 5th/6th SE and Hilltop were completed using TBD dollars Division Street was completed with a 90% grant from TIB and 10% city match Water/Sewer fee collections were 6% over budget Water/Sewer connection fees were 167% over budget -I reflective of the new Sewer Collection project is almost complete Work on improvements at the WWTP consisted of design and engineering Began work on design and engineering for a new water tower homes being built Jose Valle = Request to Vacate Right of Way - Smith Avenue: Jose Valle, 1206 Thurston Street SE, addressed Council regarding the removal of a portion of a street dedication for Smith Avenue. This would be that portion of Smith Avenue that adjoins his property from Thurston Street to the hillside. The developed portion of Smith Avenue ends at' Thurston Street. Mr. Valle explained that he intends to build a shop but with the setback requirements, is unable to. This portion of Smith Avenue dead ends at his property and has never been utilized as a street. Mr. Valle requested Council to Council discussion ensued regarding the right-of-way extinguishment process; development requirements; potential future use; and compensation for that portion of the dedication. Council consensus was that this portion of the dedication serves no purpose for the city and that there would be no other buyers for that land. If vacated, the other half of the right of way would go to the adjacent land owner, which is the City, and remove the street dedication on that portion of Smith Avenue. would become part of Lee Park. Council directed staff to begin the vacation process. 2021 Recovered Property converted to City use: The Police Department submitted a list of items that has been converted to department/city use during 2021. A majority of 2-16-2022 the items converted to city use are found, stolen or recovered property with no known owner. State law requires that the list of converted property be submitted to the Mayor Approval of Public Works Board Pre-Construction Loan: This loan from Public Works Board is a Pre-Construction loan for Water System Improvements for $979,000 at Motion to authorize Administration to execute contract document with Public Works Board for al Pre-Construction Loan for $979,000.00. Accept SEEK grant from AWC, WRPA, and OSPI: Director Bennett advised that the Recreation Department applied for and received a $60,000 reimbursable grant from AWC, WRPA, and OSPI for the BOLD Summer Day Camp program for 2022. As part of the grant agreement, OSPI requires vaccination or waiver of vaccination for any Motion to accept the SEEK Grant and authorize Administration to execute contract. (m/s Approve Easement for Toe Drain at Lion's Park: Director Sangster reported that this Agreement is for an easement for a toe drain installed by the Quincy-Columbial Irrigation District in Lions Park, known as the West Canal Toe Drain, some fifteen years ago. The Bureau of Reclamation is asking for this easement to complete the paperwork for the Motion to authorize Administration to execute the Easement Agreement and Confirmation Deed with the U.S. Department of the Interior, Bureau of Reclamation. Approve Professional Service Proposed Scope of Work and Budget: The City has an established working relationship with Farallon Consulting for technical environmental consulting services on the Grant County Landfill Remediation project. They have projected what they believe the scope of work will be for the upcoming twelve months and an estimated budget of $88,980.00. This work has been 100% reimbursed by our Motion to approve and accept the proposed Scope of Work and Budget for Farallon Approve Contract Renewal for Farmland Lease at WWTP: The current lease agreement with Jesse Kreite, dba. J.K. Farms, expired at the end of2021. Mr. Kreite is interested in renewing the lease for 30 acres for a 5-year term. Cost per acre was increased roughly 20%. The lease is for farm ground adjacent to the Wastewater and/or Council for review and retention. 0.47% interest for a 5 year term. employees paid with these funds. Discussion/Analysis The Ephrata Police Department recently remodeled a portion of the dog pound facility for more storage space. Several dog pens/stalls were deconstructed during the process. City staff responsible fori the remodel advised that the original plan was to place all demolition items from the dog pens/stalls into city dumpsters/Public Works scrap piles for disposal. Carmen Derting, a governor with the Hands N Paws Animal Assistance rescue, had contacted the Ephrata Police Department about the possibility of a discussion regarding local non-profit animal rescues using the city owned dog pound facility in conjunction with the police department. Information about the pending remodel was shared and Hand 'N Paws expressed interest in obtaining the pricing of the chain-link gates and dividers once the remodel was complete. Hands N Paws is working towards an animal facility of their own. Pageiof2 After this discussion with Hands 'N Paws, we requested that staff take care in deconstructing the stalis in a manner to protect the condition oft the items as much as Hands N Paws Animal Assistance is al local nonprofit animal rescue in Grant County. Hands N Paws has a working relationship with the Ephrata Police Department to take unclaimed stray dogs from the Police Department Dog Impound when ARFSGC, Animal Rescue Friends Society of Grant County, does not have available foster space. They have offered this assistance at no cost to the City several times since their onproltsincorporation in 2019, The Ephrata Police Department values this relationship and the good work that Hands 'N Paws, as well as other local animal rescues, provide to our city and community. possible for possible surplus/donation reasons. primarily over the course of 2021. Staff Recommendation Police Department staff would like to donate the chain link gates, dividers, and hardware accessories to Hands N Paws Animal Assistance. Should any item not be in a condition that Hands N Paws can legitimately use, we would like to then offer that item(s) to the Ephrata Senior Center Thrift Store to be placed in their sale inventory. Whether it be to animals or our senior citizens, a donation of this nature will benefit our community.
