Further, Governor Inslee issued and extended Proclamation 20-23 prohibiting all utility providers from assessing late fee penalties and disconnections for non-payment. This ordinance will terminate upon expiration or repeal of the State's Proclamation 20- 23, as extended. Authorize Administration to execute contract with RenoSystem for Splashzone pool coating: Director Bennett advised that her research for the best possible solution to repairing the pool surface lead her to a company called RenoSystems which installs a PVC membrane directly over the existing surface. This will eliminate the need for costly removal of the current fiberglass coating. Contract allows the City to lock in the 2020 pricing, work is to be done in 2022, allows City toj pay 10% down in 2020 and save for two years the remaining balance. This company has been in business for 30 years and Motion to authorize Administration to execute contract with RenoSystem for Splashzone pool coating subject to Counsel's final review and approval. The Client further certifies that the Client will not use the background 4.1.3. The Client is further required to certify that prior to procuring a background check from Contractor, the Client will (a) make a clear and conspicuous disclosure in writing to the candidate for employment, in a document that consists solely oft the disclosure, that a consumer report may be obtained for employment purposes; and (b) obtain from the candidate for employment an authorization in writing that the Client may procure a background check. However, the Contractor shall act as the Client's agent for purposes of making this disclosure and obtaining the candidate's authorization. Both the disclosure and authorization will be made and obtained during the candidate's application process with the Contractor. 4.2 Investigative Consumer Reports: The Client is aware that an investigative consumer report" means a background check in which information on the candidate's character, general reputation, personal characteristics, or mode ofl living is obtained through personal interviews with neighbors, friends, or associates of the candidate or with others with whom he or she acquires or who may have knowledge concerning any such items ofi information. If the Client has requested such interviews to take place, the Client makes all of the certifications contained in Section 4.1 above and thei following additional 4.2.1. The Client certifies that it will comply with Section 606(b) of the Fair Credit Reporting Act, which provides that the Client shall, upon written request made by the candidate within a reasonable period of time after the receipt of the disclosure made pursuant to Section 4.2.2 below, make a complete and accurate disclosure of the nature and scope of the investigation requested. In reviewing the City of Ephrata billing, Isaw the City of Ephrata was being billed for "Deco Unit 1A" (decorative unit 1A) streetlight instead of the installed "Deco Unit 2" (decorative unit 2). To clarify, Deco Unit 1A is two decorative arms oft the decorative lamps installed on a wooden pole and Deco Unit 2 is the complete assembly shown on the attached sheet. In my review, Grant PUD has been charging the The City of Ephrata has 108 decorative streetlights int the City. The charge for Deco Unit 1A is $22.19 and the charge for the Deco Unit 2i is $42.84. Per Grant PUD's procedure (see attached) Grant PUD goes back 2 years if the calculated amount is in Grant PUD's favor. The difference between what was billed and what should have been billed per our rate schedule is $20.65. ($20.65*108 (lights)* 24 months)+ 6% City tax: = $56,736.28. Due to the billing dates, Grant PUD back billed the City of Ephrata 22 months and 27 of 30 days (9/10). This amount comes to a bill correction of incorrect amount since at least 1997 and the rate has remained unchanged. $54,135.86. We are sorryi if this billing error creates anyi issues. Grant PUDi is willing to work with the City of Ephrata on a payment schedule if so desired. Grant PUD hopes to work with you and the State TIB grant soon on changing out your streetlighting to LED.
