Three proposals were received and reviewed. All met the requirements of the RFP and had good references. Additionally, counsel has Motion to authorize Administration to execute contract with AHBL to develop the City of Ephrata Six-Year Comprehensive Park Plan. The total number of animals through the door was 121 cats and dogs. The city sold thirteen licenses, about one-fourth the total number of licenses sold by the police department in 2021 (one-tenth of the pre-covid 2019 total). With at few notes and easy updates to the planning process, we'll consider making this an annual event. EPD would like to extend out our gratitude to Bonnie Helvey with Animal Friends Rescue Society of Grant County and Carmon Derting with Hands N Paws Animal Assistance for their tremendous efforts in making this event possible and successful. Bonnie and Carmon were instrumental in getting grants and donations to offset the cost of all the vaccinations offered. Event attendees did not have to pay for any of the vaccines, a savings of about $75.00 per pet who received both the rabies and annual core pet vaccines. We were very thankful to the two veterinarians, Dr Dick Maier and Dr. Ken Westrope (retired), who volunteered their services for the day along with the other volunteers who pitched in. My name is Jose Valle, my family andI Ireside at 1206 Thurston Street Southeast (Parce! #140297000) here in the City of Ephrata. lam writing this letter in hopes that you can assist me with ani issue that has raised while we tried to build a shop on our property. The propertyi is composed of two lots; one is where the house is located, and the other is where we hope to be able to build our shop. Treached out to Mr. Cox and Mr. Leavitt about what was required to be able to go forth with our plans and in doing 50 we found that the land between my property and Lee Park is zoned as a street. This was done when the development was first built. This is where thei issue came to light. According to Mr. Leavitt and Mr. Cox, the vacant piece of land being zoned as a street requires a 45ft offset on that side of my property. The building code states 30ft offset from center line of roadway and an additional 15 feet setback for a building. Our hopes were to be able to build a 30 by 40-foot shop on our: second lot, but with this regulation we cannot build anything bigger than a storage shed.Iwas offered a variance that changed the 15ft set back to 25% which would give us a grand total of 41ft set back, but would still not allow us to accomplish our goal. Another option Mr. Leavitt offered me was to gol before the City Council and ask to remove the dedication to this piece of property as a street. This would allow us to build our shop up against our property line. To do sO we would have to purchase roughly 10,890 square feet of property at an estimated $1.90 a square foot. Bringing the total to ar rough estimate of about $20,961.00. On top of that, we would have to pay the surveying expense ofa about $4000.001 to $5000.00 dollars. This would be equal to about $25,000.00. On top oft that, we then would have to pay about $50,000.00 to $60,000.001 to build the shop. In the 10 yearslhave been at this residency, Ihave never seen the city maintain that gravel road/vacant lot. The property is not being used by the cityi in any way. Iti is a dead-end for Smith. Avenue and leads to the property boundary of the neighbors behind us. In the time we been living here, Ihave taken the initiative of maintaining the section that borders my property, the city has never done so, Everyy yearlmust address the noxious weeds that growi in this area by applying herbicide to keep them at bay and out ofr my property. All the garbage that people leave behind while walking upi and down that stretch of land ends up on our property. It'sa constant fight to prevent our pets and our children from getting into something that would harm them. On another note, lam sure you are fully aware of the amount of criminal activity that happens in this neighborhood. That road is used by many not so outstanding citizens to travel between the Swanson edition and the Hilltop Avenue area. They constantly trespass through the upper section of our property and the neighbor's property to get to that gravel walkway/vacant lot. If we were to build the property, we would fence the area to deter the aforementioned foot traffic. Also, the construction of our shop will increase the assessed property taxes, which brings more revenue for the city through the New Construction Money reçeived from the county. All the above mentioned leads me to believe buildinga a shopi is in the best interest of both parties. Inc conclusion, lam presenting two options. The first is that the City of Ephrata remove the zoning for the vacant land as a street without us having to purchase it. This would be the preferred way to approach the matter. If that is not something the city is willing to do, we are willing tol look at the alternative option of purchasing the property at a more reasonable price. The sudden failure of the Division Street sewer main is an unforeseen circumstance beyond the control of the City and creates an emergency condition for the citizens of the City. Action: Staff Report Summary The Ephrata Police Department was awarded $2,900 from the Washington State Office of the Attorney General (WA AGO) for the purchase of a new refrigeration unit to store sexual assault kits as part of a statewide effort to assist law enforcement agencies in storing and testing sexual assault kits. Discussion/Analysis The State of Washington added legislation in 2015 regarding the long-term storage and testing of backlogged: sexual assault kits, House Bill 1068 (2015). Law enforcement agencies must now request al kit be tested within 30 days of its receipt (if the survivor consents to its testing). The Washington State Office of the Attorney General (WA AGO) began an initiative in2 2017 (Sexual Assault Kit Initiative) to address the new legislation and assist law enforcement agencies in complying. Under these new laws, the Ephrata Police Department will be responsible for the long-term storage of unreported sexual assault kits that are turned over from hospitals/medical facilities as well as evidence from active and closed investigations with convictions. Depending on the case'sspecific circumstances, some of these timelines stretch as far as 99 Page 1of2 years. These grant funds will be used to purchase al large commercial two door refrigerator that allows room for growth and the retention of evidence our department was not previously required to store after a conviction. Our current setup is a mini fridge and a! 5ftcu freezer which prompted department staff to apply for the re-purposed federal grant when it The Ephrata Police Department has worked with the WSP Crime Lab since 2016, and just recently Sorenson Forensics, to have all sexual assault kits in our custody tested, 33 kits in total. The Ephrata Police Department has a single sexual assault kit awaiting submission instructions from the WSP Crime Labs. This remaining kit was sent to the WSP Crime Lab backi in 2016 but instructions from the Grant County Prosecutor's Office had it returned to our department untested. This was due to a conviction occurring prior to the testing of the kit. The WSP Crime Lab is has reviewed the law and determined that the kit should be tested under an abundance of caution to be compliant with the law. became available in 2021.
