He stated he met with a group on September 5, 2024 to discuss concerns regarding Mollies Branch. He noted he came before Council at the August 27, 2024 with these same concerns. He stated this was the Council and the City's fault. He stated people wanted to see something done. 8) BUSINESS 8.1) Agreement for Services for Storm Water Grant Funding Mr. Currie stated the agreement presented to Council was between the City and Engineering Services, P.A. to survey, design, oversee construction, and project management for the Canal Street Storm Water (Phase 1 Storm Water) Project. This project will increase the total capacity of the lines under the railbed. Permits are required for installing the line on railroad property. The total amount of this contract equates to $202,025. Included in the agreement is a budget for the project. The total amount of the project is $1,280,800 which includes a Jimmy Clarida MOVED to approve for the City Manager to sign the $100,000 match from the City. agreement for Engineering Services. Staff is requesting City Council to authorize the City Manager and Fire Chief to submit the grant application for the 2024 Rescue/EMS Fund Grant. This grant will assist with the purchase of equipment for the Fire Department. The equipment being requested on this grant includes pagers and a suction unit. This grant is a matching grant. The estimated cost of the equipment being applied for is $10,217.59. If awarded this grant, the City's cost will be $5,108.80. Grant awards will be announced on December 16, 2024. Kevin Williamson MOVED to approve the City Manager and Fire Chief to submit the grant application to the Office of State Fire Marshal (OSFM). Tim Collier SECONDED the motion. VOTE: 7-0 (Unanimous) Yeas: 7 (Terry Mann, Kevin Williamson, Jimmy Clarida, Tim Collier, Joshua Harris, Helen B Holden, Vickie Pait) Nays: 0 Absent: 0 9) COUNCIL COMMENTS Mayor Pro Tem Williamson encouraged those involved with tonight's Public Comments to remain at the meeting for the Manager's Update, as this includes related information. He also noted concerns regarding the crosswalks at the Courthouse circle. He stated this area was dangerous. Mr. Currie stated the North Carolina Department of Transportation had made some improvements to this area. Mr. Currie stated he would contact Ken Clark, Council Member Collier referenced Mr. Cutler's Public Comments tonight, and stated he was proud of Mr. Cutler for addressing these issues. He noted Mr. Cutler had his support. Council Member Collier asked if the City was going to participate in the Beaver program. Mr. Currie stated the City could work with the United States Department of Agriculture, but he noted the City could only Mayor Mann referenced the school crosswalk area of Thompson Street and Calhoun Street. He noted this crosswalk area needed to be repainted. Mr. NCDOT, to see if additional signage was planned. include the small portion of area it owned. Currie stated the City would repaint this area. 10.1) Manager's Update for September 10, 2024 10) REPORTS Mr. Currie provided Council with the Manager's Update: 1. This project is for the water lines along Lee Street 2. Mollies Branch Project - Staff will meet with representatives from North Carolina State University regarding this project on September 6, 3. Mowing and Cleaning Ditches Mr. Currie stated he received a question about the City mowing and cleaning ditches. He noted the City only mows certain ditches, as it does not mow areas on private property. The City mows over 14 miles of ditches and 51 acres of easements for sewer and water, with the goal to keep these areas free and clear of brush. There is one employee who works on this daily after he runs the street sweeper in the morning. The City works on these areas every 6 weeks or SO. The City also mows these areas one last time in early winter and then lets the ditches hold until Spring. Mayor Pro Tem Williamson asked if the City mows and cleans out beside and int the ditches. Mr. Currie responded the City does both, but only in the areas where the City has a right-of-way. For example, it was noted that along Mollies Branch, the City only has a right-of-way along one side. Elgin Collier, 118 Maultsby Drive, addressed Council at this time. It was noted that Public Comments were held earlier in the meeting, but Council allowed Mr. Collier to speak at this later time. Mr. Collier expressed his concerns regarding the Pinewood area, including trees hanging over the road, trash in the area, homeowners refusing to repair their property, and gunshots in the area. Mayor Pro Tem Williamson noted there are some things the City can do and there are some things the City cannot do.
