Oldham Dick Molly Goodman StaffPresent: Mabel Walden Town Clerk/Administrator A. Call to Order The Regular Meeting was called to order by Mayor Mosley at 6:01 pm. B. Public Hearing: Petition for Annexation - Parcel ID 20110284 Cameron Valley Road -10. Acres. Motion to open Public hearing. Molly Goodman outlined the Petition for Annexation. The purpose oft the hearing is to consider annexation ofaj portion oft the property. Not claiming any vested rights. Ifthe property is annexed, the board will have to zone it within 60 days. This is a voluntary noncontiguous annexation petition. The certificate of sufficiency was presented to thel Board of Commissioners on December 11, 2023, and a public hearing was set for January 8, 2024. The public hearing was published in The Pilot Newspaper on December 27, 2023. The purpose oft this hearing was to consider annexation ofa a portion oft the parcel. Iti is accessed via an easement and is approximately 10 acres. The property is owned by William and Teresa Mears and is currently in Moore County. The property is located close the Vass town limits. Molly provided letters from ChiefLowery, Vass Police Department and Chief Cameron, Cypress Point fire Mike Roselli was present on behalf ofAscot Group. Matthew Callahan asked what the purpose oft the annexation was. Mr. Roselli stated the property would be preserved for Department. 1 conservation land. Matthew asked what the line going through the property is. Mr. Roselli stated the line is a 100-year flood line. Matthew asked about wetlands and what percentage of the property is developable. Mr. Roselli said approximately 50%i is developable. Mr. Roselli did not have a wetland delineation with him. Mr. Stalls signed up to speak. He said the parcel if developed today is one house per 10 acres. He asked Mr. Roselli what the plan was. Molly Goodman asked what Mr. Stalls is basing his numbers on. Mr. Stalls asked where they plan to use this property towards. Mr. Stalls asked ift the plan is to develop the old Siebolt property. He said he would like to avoid seeing 1600: feet of the back side of! people's property developed. Mr. Stalls said he was trying to understand what the developer was doing. He has walked the property in the past and knows it has wet areas. he said there are no natural drains. He asked ift the Molly said shel has received an application for a special use permit for density averaging. The board will hold a public meeting in February to hear the application. Because the Matthew Callahan asked if other properties were sought out in town that would be more accessible to the public. He said this property would be too far to offer as a public amenity. Mr. Roselli said he did not believe another suitable property was found during Matthew Callahan asked ifthe Police department would be able to respond to a call if something happened. Jerico Lowery said the property is out of the way and would make itd difficult to respond since they do: not have the manpower for coverage. His understanding is the easement does not go all the way to the property, therefore that would put responding officers on: foot; which could lead to problems depending on the Commissioner Oldham Dick said she does not think the annexation makes any sense. Commissioner Kosem said he was not for it either. Commissioner Blackwell said he likes the idea of the tax revenue coming in. ConsentAgenda Approved, All were in favor E. Police Report Jerico Lowery was present to give the police report. He said the department had about the same call volume as December. Tractor Supply was their major problem for the month with robberies. He said they know who is doing it and they are still working on the case. Tractor Supply has taken some of their advice and is making some changes. They are working on paperwork and trying to get things updated and approved. F. Planning Report "No". Commissioner Blackwell asked ifs she had any updates from the Gas Station; she replied Commissioner Blackwell asked ifs she heard anything from Wes Caddell about the roads in Camellia Crossing. Molly sent him a letter via US Mail and email. She had not heard back from him. The letter was sent for the roads that have not been accepted by the town Molly and the board talked about the condition of the roads in Winder Station. She has been in contact with the developer and town engineer to schedule ai time for everyone to yet. meet to discuss how the roads will be repaired. G. Maintenance Report Jonathan Goodwin did not have ai report. He informed the Town Clerk he would reach out Commissioner Blackwell said we have new sidewalks at Cameron Irby Park and the to his department heads. Drainage at the park has been done. 3 Commissioner Matthew Callahan said there are some potholes on Johnson Street that he Commissioner Eddie Callahan said South Street where the cutout is needs to be repaired. Commissioner Matthew Callahan said he would ride through that area and look at it. He said he went through the town with! Moore County and was told patch work the county does has a 1-year warranty, and they tend to run out immediately after the warranty runs out. He suggested the county lets the town know when they are doing work sO we can start ai record when they start work to allow the town tol keep track of expiration dates. Mabel Walden let the citizens know DOT has aj place on their website where anyone can has talked to Jonathan about. request a work order. She encouraged them to submit requests. H. Administration Report Good feedback wasi received regarding the Christmas parade. Halfoft the Sweatshirts were sold and there is still a small inventory ofT-Shirts left. The Special Events Calendar has been set for the year and posted. Staffh had ai meeting with the company working on the pay class study and the process has officially started. I. Public Comments Anthony Mcleod: Asked the town to revisit the issue on Magnolia Street with the Trash on the property owned by Miles George. Matthew said McNeill's and Mr. George are trying to figure out who is responsible. He believes the property belongs to Mr. George. Mabel said she reached out to Derek Mabe earlier in the day to take this issue to final. Mabel said she thought this would be a civil matter since the property owners are in dispute and was not sure ift the town would be ai third party ifit tried to place a fine on the Anthony McLeod asked why a sewer. line is not being installed on Magnolia Street. Commissioner Matthew Callahan said he mentioned that issue during the last monthly sewer meeting. He was told by the county they did not put sewer on that street because there are: no houses because unused lines go bad.. Commissioner Matthew Callahan said he understands that logic, but ift there was sewer then people would build. Randy Gould also told him the county has extra money that could be used for Magnolia and Father Cappadano School. The board encouraged Mr. McLeod to attend the next monthly sewer meeting. Mr. McLeod said he spoke to Brian Patnode about this and was told the road was not on the map because there are: no houses. Mayor Mosley said he would let Mr. Anthony McLeod asked why Magnolia and Barnes have not been paved. he said they are the only two roads in town that are not] paved. Mabel Walden said she would reach out to the engineers to find out when the signs could go Cynthia Fairley also said there are trees hanging on the power lines. She said she has complained about this problem for years. Commissioner Oldham Dick asked about a few areas in town that she thought would be acceptable. She suggested the land on Maple Lawn behind Bynum Court. Michael Miller was present and said he did not want to see this in his backyard. The Board of Commissioners reviewed Commissioner Blackwell told the board he would like to see a gazebo at Cameron Irby the proposal and were not able to think ofa safe/suitable location.
