The following elected officials. staff and applicants were present: Judy Billings. Board Member Dale Bumgarner, Board Member Sally Davis, Board Member Terry Emory. Board Member James Henderson. Board Member Nina McDowell, Board Member Sarah Carpenter Penley. Planning Director Call to Order: Board member Billings called the meeting to order at 6:00 p.m. Briefintroduction, allowing for the newest Board Members (Terry Emory, James Henderson) to introduce themselves and provide background, interests, and other contributions. Discussion was entertained pertaining to the absence of Chairman McGinnis, and lack thereofi for al Vice Chair to conduct the meeting. Board Member Davis recommended Board Member Billings to conduct the meeting. Avote was called for and the motion passed unanimously. Board Member Emory provided a motion to approve the minutes, as amended, from the May 23, 2023 meeting. The motion was seconded by Board Member McDowell. Sarah Penley provided thé Board: with al briefbackground and history ofthe request, which included a text amendment to. the Town of Stanley Zoning Ordinance: Article XII Table of Permitted and Speçial Usés. Golf Cart Ordinance (Towin Code of Ordinances) - Courtesy Review Planning Director Sarah Penley provided the Board with al briefbackground and history ofthe request, which inçluded the proposal for allowance of the use of golf carts within the Town of Stanley's municipal limits: It was explained that the request was fora courtesy review and recommendation fo' Town Council, as the Planning Board does not have the authority to, amend the Towr Code of Ordinances. However, due to their background and historical précedence ofreviewirvommendaioms, it was found tol be significant toj provide the Planning Board with the materials for their considération. Discussion by the Board ensued and many grammatical and typographical errois were noted to staff. After lengthy debaté and deliberations, the Planning. Board had the following concerns: overall pertaining the adoption of any type ofGolfÇart Ordinànce: liability; insuffiçient policing: staff, costs involving signagé; exclusion of certain areas, deeming thé proposal biased; parking issues; and, the lack. of dedicated pathways or trails. The: Board did, however, express that they felt it would be appropriate within enclosed, stand-alone subdivision, pending no deed restrictions or covénants that would disallow the use ofs such. Staff supported this recommendation. Board Member Henderson, provided amotion to disapprove the adoption ofa GolfCart Ordinance this request, seconded by Board: Member. McDowell.
