In the report were two potential Ephrata sites for the new jail; the downtown site of the current jail, and the work-release site near the Port of Ephrata on Division Street. A third site was in the report, but that site is not within the Ephrata city limits. The State of Washington considers a jail to be an essential public facility. Cities, such as Ephrata, that plan under the Growth Management Act are required to have a process for the siting of essential public facilities in their Comprehensive Land Use Plan. When an essential public facility is proposed, one part of the Ephrata siting process is the appointment of an advisory Site Evaluation Committee. A committee was formed that was composed of citizen members who were selected to represent a broad range of interests and expertise. The committee met on March 23, 2021 and after evaluating the two Ephrata sites, approved by vote, a motion to recommend the work-release site as the best Ephrata location for the new Grant County Jail. The committee also approved by vote, a recommendation that Ephrata Municipal Code Title 19 be amended to allow correctional facilities as a Conditional Use in the Airport Enterprise Zone. The Conditional Use Permit process requires a public hearing before the Hearing Examiner where citizens of Ephrata and Grant County can provide public comment. Discussion/Analysis Current City Hall has been closed to the public for over a year. Governor Inslee has moved Grant County to Phase 3 which allows us to open up to the public. We plan on opening the doors to City Hall On April 12, 2021 Governor Inslee will evaluate the status of Grant County to determine whether or not it will remain in Phase 3 or revert back to Phase 2. This will be the first cycle since the Governor announced all counties would be going to Phase 3. Even though we had authorization to open the doors to the public; we felt that it was prudent to wait one evaluation cycle before opening the doors. This decision was made to avoid confusion in the event that Grant County reverted back to Phase 2 and we hadi to once againrestrict access to Cityl Hall.
